B. National Objectives The Subrecipient certifies that the activities carried out with funds provided under this Agreement will meet the following CDBG National Objective, as identified by the City of Everett for priority in the 2021 Program Year, "Benefit low/moderate income persons" - as defined in 24 CFR Part 570.208. Appropriate subcategory and matrix code under the CDBG National Objectives: Limited Clientele; 05C, Legal Services 24 CFR 570.201(e) or 42 USC 5305(a)(8) + 24 CFR 570.482(c)(2) Description of how the project will meet this subcategory: SCLS determines eligibility of low-income residents by completing an intake form and conducting an interview. Once eligibility has been determined, SCLS will provide services to clients as outlined in the "Scope of Service" under section 1A. SCLS shall maintain records and complete reports as indicated in this agreement. C. Performance Monitoring The City will monitor the performance of the Subrecipient against goals and performance standards required herein through quarterly reports and site visits. Substandard performance as determined by the City will constitute non-compliance with this Agreement. If action to correct such substandard performance is not taken by the Subrecipient within a reasonable period of time, as determined by the City and after being notified by the City, contract suspension or termination procedures will be initiated.
