7. The landscaping, buffering and screening of buildings, parking, loading and storage <br />areas, especially as they relate to more sensitive land uses. <br />Finding: The subject site is landscaped and screened as required by the Everett Municipal <br />Code. The antennas will be located on an existing utility pole and utilize the same installation <br />design as the existing antennas on the existing utility pole. There are no new parking or loading <br />areas planned and no additional storage. The entire site is a passive use and will not visually <br />impact adjacent land uses. <br />Conclusion: The site presently contains landscaping as required by the City to help screen the <br />ground equipment. <br />8. The generation of nuisance irritants such as noise, smoke, dust, odor, glare, visual <br />blight or other undesirable impacts. <br />Finding: No odors, dust, glare, smoke will be generated. Visual impact will be minimal because <br />of the presence of existing power utility poles for residential properties. <br />Conclusion: The project will not generate any nuisance irritants such as noise, smoke, dust, <br />odor, glare, visual blight. <br />9. Consistency with the goals and policies of the Everett General Plan for the area and <br />land use designation in which the property is located. <br />Finding: The proposed construction is a modification to a co -location on an existing site. Co - <br />locations minimize the need for new sites, which are much more invasive to the community than <br />a co -location on an existing structure. The code specifically states that installation or co -location <br />of antennas on existing or replacement towers or structures shall be preferred unless the <br />proponent can demonstrate that a new structure is necessary to adequately serve the needs of <br />the publi:,. <br />Conclusion: The use is consistent with the General Plan and the Everett Municipal Code. <br />Within residential zones, wireless facii;ties are an allowed use, subject to current guidelines <br />found under EMC 41.150.D.1.b and the granting of a permit under Type II process (due to <br />location in a residential zone.) <br />10. Compliance with the provisions of this title and other City, State and Federal <br />Regulations. <br />Finding: All necessary building and associated permits must be obtained for the proposal prior <br />to construction. <br />Conclusion: The proposal will comply with the provisions at the City's Zoning Code and the <br />applicant must obtain any required State and/or Federal permits. <br />11. Accessibility to public transit and traffic reduction measures proposed by the <br />applicant to reduce dependence of the proposed use on the automobile. <br />Finding: The facility is unmanned. <br />Conclusion: Criteria is not applicable. <br />//'3l <br />
