EVERETT <br />►V.TEVI:u.«i ri <br />ORDINANCE NO. <br />An ORDINANCE Relating to planning for parks, AMENDING Ordinances 3543-17 and 3543-17 as part of <br />the 2021 annual docket of comprehensive plan amendments; ADDING a new Chapter 19.53 EMC <br />establishing a park impact fee; and AMENDING Ordinance 3774-20. <br />WHEREAS, <br />A. The City of Everett maintains a comprehensive plan under the Growth Management Act (GMA) and <br />last conducted a periodic review and update of the plan in 2015 with annual amendments adopted <br />since then; and <br />B. Consistent with GMA requirements, the city reviews proposed amendments to the comprehensive <br />plan concurrently as part of an annual docket to facilitate public participation and better understand <br />the cumulative effect of various proposals; and <br />C. The comprehensive plan amendments contained in this ordinance were prepared following the <br />procedural requirements in EMC 15.02.095, EMC 15.03.400, and EMC 15.02.700; and <br />D. The amendments to development regulations (unified development code) contained in this ordinance <br />were prepared following the procedural requirements in EMC 15.02.095 and EMC 15.03.300 <br />E. The 2021 docket of comprehensive plan amendments includes three ordinances: <br />a. Ordinance [this ordinancel (this ordinance) <br />b. Ordinance [ordinance amending future land use map and maximum building height map <br />for Smith Island] <br />c. Ordinance [ordinance amending future land use map and zoning map for a property at <br />7500 Hardeson Rdl: and <br />F. The City of Everett maintains a Parks, Recreation, and Open Space plan, last updated in 2016 and <br />undergoing an update process during 2021 and 2022; and <br />G. The City of Everett parks system provides recreational and environmental benefits, supports a well - <br />designed community with amenities for residents, employees, and visitors; and <br />H. An analysis of the community demographics and location and access to parks, as well as public <br />engagement for the Parks, Recreation, and Open Space Plan Update underway, has identified a need <br />for parks and trails to meet the community's recreation needs; and <br />
