I. The updated level of service standard identifies the type of investments needed to meet future <br /> growth,and companion policies will help guide the size, location,and maintenance of the investments <br /> to expand the system to meet demand and promote equity and inclusion; and <br /> J. An updated Parks Capital Facilities Plan will match the level of service in the Parks and Recreation <br /> Element; and <br /> K. A parks impact fee is a funding tool identified in the City of Everett Comprehensive Plan and <br /> authorized under RCW 82.02 to fund new capital improvements that provide capacity for growth,and <br /> relies on the parks level of service standard and capital facility program; and <br /> L. The Planning Commission reviewed the amendments contained in this ordinance, including holding <br /> briefings and discussions on September 7, 2021, October 5, 2021, and October 19, 2021, and holding <br /> public hearings in both October meetings; and <br /> M. The Planning Commission,after hearing from the public and deliberating,voted to recommend that <br /> the city council approve the amendments contained in this ordinance, except that staff made minor <br /> amendments, to improve clarity and consistency, after the Planning Commission's consideration; <br /> and <br /> N. City staff reviewed the proposal under provisions of the State Environmental Policy Act, completed <br /> an environmental checklist, and issued a Determination of Non-Significance on August 3, 2021; and <br /> O. Notice of the proposed amendments to the comprehensive plan was sent to the Washington State <br /> Department of Commerce on July 28, 2021 and a letter of receipt was received the same day; and <br /> P. On November 17, 2021, the Everett City Council held a public hearing, after proper notice, and <br /> considered public comment and the entire record related to the code amendment contained in this <br /> ordinance; and <br /> Q. The amendments contained in this ordinance maintain consistency with the GMA and are consistent <br /> with the GMA planning goals; and <br /> R. The amendments contained in this ordinance are consistent with and supportive of the multicounty <br /> planning policies in VISION 2050; and <br /> S. The amendments contained in this ordinance are consistent with and supportive of the countywide <br /> planning policies; and <br /> T. The amendments contained in this ordinance are consistent with and supportive of goals, <br /> objectives, and policies in the city's comprehensive plan; and <br /> U. The amendments contained in this ordinance were prepared in consideration of, and consistent <br /> with,the City of Everett Parks Impact Fee Rate Study 2021; and <br /> in ORDINANCE Page 2 of 14 <br />
