ix <br /> EVERETT <br /> WASHINGTON <br /> ORDINANCE NO. 3832-21 <br /> An ORDINANCE AMENDING the Comprehensive Plan Land Use Map and Building Heights Map (Everett <br /> Municipal Code 19.22.150),AMENDING Ordinance No. 2021-94, as amended, and AMENDING <br /> Ordinance No. 3802-21 as part of the 2021 Annual Docket of Comprehensive Plan amendments <br /> WHEREAS, <br /> A. The City of Everett maintains a comprehensive plan under the Growth Management Act (GMA) and <br /> last conducted a periodic review and update of the plan in 2015 with annual amendments adopted <br /> since then; and <br /> B. Consistent with GMA requirements, the city reviews proposed amendments to the comprehensive <br /> plan concurrently as part of an annual docket to facilitate public participation and better understand <br /> the cumulative effect of various proposals; and <br /> C. The comprehensive plan amendments contained in this ordinance were prepared following the <br /> procedural requirements in EMC 15.02.095, EMC 15.03.400, and EMC 15.02.700; and <br /> D. The amendments to development regulations(unified development code)contained in this ordinance <br /> were prepared following the procedural requirements in EMC 15.02.095 and EMC 15.03.300 <br /> E. The 2021 docket of comprehensive plan amendments includes three ordinances: <br /> a. Ordinance 3832-21 (this ordinance) <br /> b. Ordinance 3831-21 <br /> c. Ordinance 3830-21; and <br /> F. On June 7, 2021,the city implemented the Smith Island West annexation via Ordinance No. 3801- <br /> 21; city staff subsequently identified two official maps(maximum building heights map and future <br /> land use map) that needed amendments to eliminate gaps and to be consistent with city land use <br /> designation criteria, and initiated this proposal; and <br /> G. The Planning Commission held briefings on the proposal on August 17, 2021 and held public <br /> hearings on the matter on October 5, 2021 and October 19, 2021; and <br /> H. The Planning Commission, after hearing from the public and deliberating, voted to approve <br /> Resolution 21-04 on October 19, 2021, recommending the city council approve the amendments <br />
