DECISION: Work in the critical areas and their buffers is authorized to correct the land fill, tree removal <br />and grading violations subject to the conditions listed below. The decision was evaluated based on <br />cri ' reas regulation standards in EMC 19.37. <br />( - AUAIv March 13, 2019 <br />Allan Giffen, Director Date <br />This is an administrative decision appealable to the City's Land Use Hearing Examiner. If you have <br />questions regarding this approval or wish to file an appeal, please contact Niels Tygesen, City of Everett <br />Planning Department, at 425-257-8731. <br />CONDITIONS: <br />1. Remove fill material placed in the critical areas up to the top of bank. <br />2. Fill material within 25 feet from the top of bank shall be graded at a 3:1 slope maximum. <br />3. Plant three trees for the one removed. Trees shall be a minimum of 6 feet high and 2%Z inch caliper <br />at time of planting, spaced 10 to 15 feet apart, and be a mix of the following or similar species: <br />• Western red cedar (Thuja plicata); <br />• Big leaf maple (Acer macrophullum); <br />• Douglas fir (Pseudotuga menziesii); and/or <br />• Vine maple (Acer circinatum). <br />4. Plant 80 shrubs within the altered critical areas up to the top of bank. Shrubs shall be at least 18 <br />inches high at time of planting, spaced 3 to 5 feet apart, and be a mix of the following or similar <br />species: <br />• Ocean spray (Holodiscus discolor); <br />• Nootka rose (Rosa nutkana); <br />• Snowberry (Symphoricarpos albus); and/or <br />• Indian plum (Oemleria cerasiformis). <br />5. Seed, sod, and/or landscape with living plant materials the 25 foot buffer from the top of bank. <br />6. After completion of plant installations, an as -built report from the Applicant's consultant must be <br />provided that indicates all plants have been installed consistent with the conditions above. <br />7.
