City of Everett,Washington I Reservoir 3 Structural Improvements PDB Project <br /> Progressive Design-Build Contract I Exhibit B.Owner's Project Criteria <br /> 5 Testing and Validation <br /> 5.1 Special Inspections for Refurbishment of Corroded Items <br /> The reservoir contains exposed, corroded rebar and the valve vault contains piping that <br /> has areas of rust. <br /> The Design-Builder shall refurbish the metal components of these features by removing <br /> visible rust scale and recoating. Metal components in the valve vault shall be abrasive <br /> blasted to remove existing coating material prior to recoating. After removal of rust scale <br /> and prior to recoating, the City may opt to conduct special inspections of some or all <br /> components to confirm readiness for recoating. Where appropriate, such inspections <br /> may include nondestructive tests (such as Bresle tests) to determine chloride surface <br /> concentrations on the prepared surface. Design-Builder shall coordinate this work and <br /> access with the City to allow for these special inspections. <br /> It is Contractor's responsibility to ensure that the correct materials and equipment are <br /> being provided and that the workmanship (including surface cleanings, coating removal <br /> and disposal, surface preparation, coating application, testing, and repairs) are being <br /> completed as required by the design documents. <br /> 5.2 Consistency with Design Requirements <br /> The Engineer of Record shall observe and validate that materials meet design <br /> specifications. <br /> 5.3 Inspections of Completed Work <br /> Design-Builder shall afford the City the opportunity and access to conduct post-repair <br /> inspections of all work, including testing to confirm repairs are sound and adhere to <br /> existing materials. <br /> 5.4 Liner Integrity Testing <br /> The Design-Builder shall coordinate with the City to observe reservoir liner integrity <br /> tests conducted by the City prior to and after completion of construction. Leakage will be <br /> baselined at a water depth — as indicated by the City's telemetry —of 18.0 feet (+/- 0.25 <br /> feet) prior to construction. <br /> To perform the pre-construction leakage baseline, all inlets and outlets to the <br /> reservoir will be closed, and leakage (based on changes in water surface elevation) <br /> will be observed for a 24 hour period using electronic level sensing instrumentation <br /> with data logging capability. Any change in water surface elevation over the course <br /> of the 24 hour observation period will be noted. <br /> If the pre-construction baseline testing identifies significant existing leakage, the City <br /> may elect to have a dive team seal off the reservoir outlets and repeat the baseline <br /> test to preclude valve leakage as a potential source of leakage.
