City of Everett,Washington I Reservoir 3 Structural Improvements PDB Project <br /> Progressive Design-Build Contract I Exhibit B.Owner's Project Criteria <br /> Criterion Requirement <br /> Reservoir 1. There are three existing hatches in the Reservoir 3 cover; one for human <br /> Access access that includes a stairwell into the reservoir, and two for equipment. <br /> Design-Builder may propose locations for additional temporary openings in <br /> Reservoir 3 for City consideration and approval. Any temporary openings shall <br /> be repaired and sealed appropriately after completion of cover repair work. Any <br /> modifications to the cover or side walls must be stamped by a Structural <br /> Engineer. <br /> 2. There are buried structures and utilities on-site (e.g., valve vault, reservoir <br /> bypass pipe, etc.). The Design-Builder shall identify locations of buried <br /> infrastructure and plan on-site activities and paths of travel so as to avoid <br /> damage to buried infrastructure. <br /> 3. The Washington Department of Labor and Industries considers access of the <br /> filled reservoir by boat to be a permit-required confined space entry. The City <br /> will have the Everett Fire Department perform an evaluation of the atmospheric <br /> conditions inside the reservoir prior to, but on the same day of, pre-Proposal <br /> site visits. Confirming suitable atmospheric conditions allows the space to be <br /> temporarily classified as an Alternative Methods confined space. <br /> 4. Prior to site investigations conducted during the design phase, the City intends <br /> to install air monitoring equipment inside the reservoir that will allow the space <br /> to be classified as an Alternative Methods confined space. The City will provide <br /> the Design-Builder access to the reservoir interior, but all confined space entry <br /> plans, procedures, and safety equipment will be the responsibility of the Design- <br /> Builder. <br /> Work 1. There are homes and businesses located adjacent to the Reservoir 3 site. The <br /> Restrictions Design-Builder shall comply with all local codes, ordinances and requirements <br /> with respect to noise, light, dust control, and work hours. If night work is <br /> proposed, a plan for mitigating impacts of night work on neighboring properties <br /> is required. <br /> Reservoir Work 1. The Work associated with the Phase 2 Services will consist of two primary <br /> and Vault Work components: (1)The Work associated with the interior of Reservoir 3, including <br /> Limitations and all in-water activities (the"Reservoir Work") and (2) the Work associated with <br /> Allowable the valve vault (the"Vault Work"). <br /> Construction 2. The Design-Builder shall not perform the physical Reservoir Work and the Vault <br /> Work concurrently, and shall perform all physical Reservoir Work within the <br /> Windows date range identified in Section 6.2.1 of the PDB Contract. <br /> Page 8 of 12 <br />
