1 <br /> beams and foundations that will further limit their effectiveness as a lateral system. This deficiency is <br /> more significant in the transverse (i.e., north-south)direction due to less bracing. In addition,the <br /> existing foundation wall along the west exterior wall does not appear to be part of the existing lateral <br /> system,as indicated by the permit drawings,which further increased the lateral deficiency in this <br /> direction. Depending on the construction and condition of the retaining wall,a potential collapse of this <br /> wall will damage the gravity-carrying capacity of the adjacent posts,which in turn could initiate collapse <br /> of the building. <br /> Code Analysis <br /> The building has sustained substantial damage (i.e.,deterioration)to the west wall sheathing and wall <br /> framing(i.e.,vertical lateral element). A lateral evaluation shall be performed per the 2015 <br /> International Property Maintenance Code (IPMC)Sections 102.3 and 304.1.1,and 2015 International <br /> Existing Building Code (IEBC)Sections 606.2.2 and 606.2.2.1. The lateral evaluation shall consider the <br /> full lateral forces to be resisted by the west wall for the transverse direction unless: 1)documentation <br /> substantiating and evaluating the lateral performance of the post-and-beam system is included;or 2) <br /> supplemental vertical lateral elements are provided. The build is not anticipated to comply with IEBC <br /> Section 606.2.2.2,and therefore the repaired shear wall shall comply with Section 606.2.2.3. The wall <br /> shall include a foundation system and holdown anchorage. <br /> In addition,the project structural engineer-of-record (SER)shall issue a letter addressing the detailed <br /> observations contained in this report and verifying that the observed conditions do not constitute <br /> dangerous conditions in the structural system. The SER shall provide supporting documentation (e.g., <br /> calculations,etc.)substantiating their conclusions as needed. Where deemed appropriate,the SER may <br /> propose additional retrofits to mitigate the conditions, in part or in whole,in lieu of verifying they are <br /> acceptable to remain as-is. See IPMC Sections 101.3, 104.1, 108.1.1, 108.1.5 Items 3,4,and 5,304.1.1 <br /> Items 2 and 6,and 305.1.1 Items 2 and 6. See IEBC Sections 104.1, 104.2, 104.3, 105.1, 106.1, and <br /> 606.1. <br /> Detailed Observations <br /> The general condition of the building was observed to be in a state of disrepair and deterioration, <br /> though some damaged portions of the building(e.g.,exterior walkways and stairways,west wall, etc.) <br /> have already been demolished and partially rebuilt. The observable structural systems, not including <br /> the exterior walkways,stairs, and west wall,were generally found to be in good condition (i.e., not <br /> exhibiting obvious signs of deterioration or damage). The following is a detailed list of observations: <br /> a. The eastern half of the building was observed to have settled relative to the western half. <br /> Maximum relative settlement is estimated in the magnitude of at least 1 to 2 inches, but not <br /> exceeding 6 inches. Indicates of settlement include: <br /> i. Exterior window sills on the north and south walls were observed to be relatively <br /> aligned and flat for the western half of the building,then angled downward east of the <br /> building midpoint. <br />
