Broadway Station Apartments LLC (Respondent) is the owner of record of property at 3130 <br /> Broadway,Everett,Washington(subject property),which is in a BMU Broadway Mixed <br /> Use zone. Stephanie Quiroga is the registered agent for Broadway Station Apartments LLC. <br /> (Exhibit#8, Washington Secretary of State Business Information, dated November 14, 2017) <br /> (Exhibit#21, Snohomish County Assessor's record, dated March 7, 2018) (Exhibit#22, Go <br /> Sync Map) <br /> 2. On November 3, 2017, City of Everett Building Division Chief Inspector Ted de Budden <br /> and City of Everett Electrical Inspector Steven Banks conducted an inspection of the subject <br /> property. While on site they observed the following conditions: <br /> a. The western portion of the residential structure had been compromised by deterioration <br /> and the current construction activity being conducted. <br /> b. The means of egress from the balconies was compromised due to the ongoing <br /> construction work and the removal of the upper floor system. <br /> c. Structural members on the western portion of the main building frame had been <br /> removed. <br /> d. The electrical system had been tampered with, disconnected and damaged by the <br /> ongoing construction work. <br /> e. Electrical wiring had been cut and was unsecured. <br /> Chief Inspector de Budden determined that required City permits had not been applied for or <br /> obtained for the construction work being conducted on site and posted a notice to stop work <br /> on the subject property for construction activity being conducted without required City <br /> permits.
