In response to a complaint from the City of Everett Building Division of unpermitted <br /> construction and a dangerous building, City of Everett Code Enforcement Officer Kevin <br /> Fagerstromi conducted an inspection of the subject property on November 6,2017. While <br /> on site he observed and photographed: that the exterior siding and upper safety railings were <br /> warped, stressed and damaged;large sheets of plastic were hanging vertically on the western <br /> portion of the structure blocking the entrance into the structure;roof gutters were warped, <br /> stressed and damaged; elevated scaffolding had been installed along the alley without safety <br /> barriers; and egress from the upper units had been compromised because of the removal of <br /> the floor system. Upon research of City records, Officer Fagerstrom determined that <br /> required City permits had not been obtained for the construction work being conducted on <br /> the residential structure on site. On November 16,2017, City of Everett Code Enforcement Officer Edward Golden, <br /> • <br /> conducted an inspection of the subject property. While on site he observed and <br /> photographed that construction activity on the residential structure had ceased,and that <br /> construction materials and construction debris had been left in public view. Upon research <br /> of City records,Officer Golden determined that the Respondent had applied for and <br /> obtained a permit(BW1711-004)for a re-roof only of the residential structure on November <br /> 16,2017. The residential structure appeared to be occupied. The unsafe and dangerous <br /> conditions of the structure as observed on November 6,2017 remained on site. On November 17,2017,the City issued a violation citation to Broadway Station Apartments <br /> LLC and TTLV Investments LLC for violations of: International Property Maintenance <br /> Code(IPMC) 106.1 Unlawful Acts as adopted by EMC 16.005.010;IPMC 108.1 General as <br /> adopted by EMC 16.005.010;IPMC 108.1.2 Unsafe Equipment Acts as adopted by EMC <br /> 16.005.010; and IPMC 108.1.5 (2, 5)Dangerous Structure or Premises as adopted by EMC <br /> 16.005.010. Copies of the violation citation were mailed via first class and certified mail to <br /> the Respondents last known address,which Officer Golden obtained from Snohomish <br /> County Assessor's record. Notice was provided to Stephanie Quiroga,registered agent for <br /> Broadway Station Apartments LLC and Vinhu Vu,registered agent for TTLV Investments <br /> LLC. A copy was posted on the subject property. Also on November 17,2017,Officer Golden posted the property with a condemnation <br /> placard that was issued due to the dangerous and unsafe condition of the residential structure <br /> on the subject property.
