This letter is in response to your request to clarify the intent of the structural design with regard to lateral loads. In this letter, we have addressed only the structural issues. We were originally retained to evaluate and provide design for proposed repairs to the framing of the exterior walkways. From the beginning, we were told that lateral loads design was not required, because the repair work did not involve any framed walls or other structural elements which may have affected the lateral loads resistance of the building. We recognize that the building is constructed using post and pier construction,and further,does not have a concrete perimeter foundation. However, the interior posts and piers are braced against lateral loads using diagonal knee braces in both directions. Based on this information, and on the stated intent of the repairs, no lateral loads design was required by the City of Everett. We note that some confusion may have arisen because of one section, which was in error. That was section 1/A301, and showed the west exterior wall as attached to an existing concrete retaining wall at the west end of the building. Actually, that condition was not constructed, nor was it intended, but was a drafting error. The attached revised drawings have been updated to reflect the correct existing conditions. The repaired west wall does not connect with,or even touch,the existing concrete wall.
