• • <br /> 1201 3rdAvenue,Suite 2600 JUN CHR <br /> Seattle,Washinton 98101 <br /> 206.287.9130 QEA <br /> Memorandum April 10,2020 <br /> To: Nick Tennant, Aquilini Investment Group <br /> From: Joshua Sexton, PE,Tracy Drury, PE,and Greg Summers,Anchor QEA, LLC <br /> Re: Restoration Plan Summary of Design <br /> Introduction <br /> This Summary of Design Memorandum describes proposed actions to bring the subject property <br /> into compliance with City of Everett Municipal Code and with a settlement agreement between <br /> US Golden Eagle Farms LP (Golden Eagle Farms)and Daniel and Shavonne Tonnes after drainage <br /> ditches and an unnamed tributary(UNT)were rerouted.Specifically, the focus of the design prepared <br /> for the Golden Eagle Farms Property Drainage Modifications Restoration Project(Project)is to <br /> address bank stability concerns on the Tonnes and Golden Eagle Farms property. Restoration actions <br /> include the following: <br /> • Fill in the UNT located at the common property line of the southern boundary of the Project <br /> area,between the Golden Eagle Farms property and the Tonnes property,and regrade,seed, <br /> and vegetate this area to ensure soil stability. <br /> • Relocate the UNT from its current east-west location at the common property line so that it <br /> runs north-south and extends to the northern boundary of the Golden Eagle Farms property. <br /> • Remove and relocate large wood in the existing UNT to the restored channel to promote <br /> bank stability. <br /> • Fill in approximately 200 feet of the south end of Ditch 3 and seed and vegetate this area to <br /> ensure soil stability. <br /> • Relocate the remainder of Ditch 3 to the east so that it is at least 15 feet from the Tonnes <br /> property boundary.This area will also be seeded and vegetated to ensure soil stability. <br /> • Fill and level the Golden Eagle Farms property a minimum of 15 feet to the east of the <br /> relocated Ditch 3 channel at the current elevation of the Tonnes property to alleviate slope <br /> stability concerns. <br /> The purpose of the Project is to bring the property into compliance with City of Everett Municipal <br /> Code and with a settlement agreement in response to previous drainage ditch modifications. <br /> Restoration activities are proposed to stabilize the rerouted drainage ditches surrounding the <br /> adjacent Tonnes property and establish a riparian buffer along the banks of the UNT. <br /> \\fuji\anchor\Projects\Golden Eagle Famis\Otyof Everett Code Violation Support\Restoration Plat\GE_Farms Summary of_DesigtMemorandum_04.102020.dooc <br />
