April 10, 2020 <br /> Page 5 <br /> Monitoring and Contingency Plans <br /> Baseline Monitoring <br /> Baseline monitoring will occur for all planting areas. Biologists will collect data regarding vegetation <br /> structure, cover,and survivorship during monitoring site visits as outlined in the following sections. <br /> Post-Construction Monitoring <br /> A post-construction assessment will be conducted upon completing construction, and a report <br /> including record drawings will be submitted to the U.S.Army Corps of Engineers(USACE)and the <br /> City of Everett. The purpose of this assessment will be to determine whether the site conditions are <br /> consistent with the approved plan,document any changes that occurred during construction, and <br /> establish baseline conditions for future monitoring. An as-built monitoring report will be prepared <br /> and submitted to USACE and the City of Everett within 1 month after the post-construction <br /> assessment is completed. <br /> Plant community performance monitoring will be conducted annually for a period of 5 years for all <br /> communities restored within the site. Monitoring reports will be submitted to USACE and the City of <br /> Everett at baseline(time zero)and in Years 1,2, and 5. Monitoring reports will document how the <br /> Project is meeting the previously outlined performance standards. If one or more of the performance <br /> standards are not met, the report will identify actions recommended and taken to meet the standard <br /> or standards. <br /> Methods to Monitor Progress in Meeting Performance Standards <br /> Each monitoring report will include an evaluation of the Project to ensure that the goals,objectives, <br /> and performance standards are being met.The performance standards will be monitored using the <br /> methods described in the following sections. <br /> Plant Community Monitoring <br /> Permanent monitoring transects and photograph points will be established for each site during the <br /> as-built monitoring. Monitoring protocols will include established monitoring locations where direct <br /> plant counts will be conducted. <br /> Species Diversity <br /> During late summer vegetation monitoring events, the percent areal cover of all vegetation, <br /> including shrubs and trees,will be estimated.Twenty 10-foot transects (i.e., sections of the buffer) <br /> will be established along the UNT, percent cover will be estimated,and trees and shrubs will be <br /> identified and counted. <br />
