The exposed unprotected nonmetallic electrical cable (Romex) shown in your photos is a code violation. NEC <br /> 300.4 and IPMC 605.1 <br /> 2. The photo showing the "PEX"type piping installed above the Hot water Heater has created a large hole in the <br /> fire resistive drywall.This is a violation of code, R302.6 and IPMC 703.1 <br /> The rather haphazard "PEX" piping installation indicates that this is plumbing work that has been installed <br /> without permit and inspection. <br /> 3. I concur completely with your determination that the unpermitted use of the house for a two unit apartment <br /> building or duplex presents a significant code violation with all of the associated problems and hazards created <br /> by doing this.Such as lack of fire separation, limited access to electrical equipment, common furnace for two <br /> separate dwellings,ventilation issues and egress concerns, etc. <br /> Lack of required fire separation between the two dwellings is a significant code violation and life safety hazard. <br /> IPMC 703.1 and IRC R302.3 <br /> 4.
