When an ad hoc subcommittee is created, the council shall also designate <br /> an end date when the ad hoc subcommittee shall cease operations, provided that the <br /> President or a majority of Council may vote to have the ad hoc subcommittee continue its <br /> work to a future date. Ad hoc subcommittees shall comply with all procedures that apply to <br /> standing subcommittees, including the Open Public Meetings Act. <br /> D. Withdrawing issues from subcommittee consideration. Any City Council Member, during a <br /> City Council meeting, may make a motion to remove a matter from a subcommittee. Said <br /> motion, if seconded, shall require a majority vote of the Council. <br /> E. Time and location of subcommittee meetings. Unless otherwise designated by the Council <br /> President, all subcommittee meetings shall be held during the 2-hour period before the <br /> beginning of regularly scheduled City Council meetings that are held on the first, second <br /> and third Wednesday of the month. The President shall prepare a schedule of <br /> subcommittee meetings for each month that shall be presented at the first full City Council <br /> meeting of the preceding month. Any adjustments must be made at least one week before <br /> a scheduled subcommittee meeting. Council shall coordinate the logistics of any change in <br /> the time or date of subcommittee meetings with the administration. <br /> F. Membership. Subcommittees shall consist of three members designated by the City <br /> Council president by March 1 of each year. Appointments shall last one year, from March 1 <br /> to February 28 or 29. When selecting members for a subcommittee, the president shall <br /> consider expressed interests and expertise of Councilmembers. Moreover, the President <br /> shall seek to provide all Councilmembers with equal opportunities to serve on the various <br /> subcommittees. Each subcommittee will appoint a chair based on a majority vote of the <br /> three members. Newly elected members shall fill the committee seats held by the prior <br /> councilmember until the President makes new subcommittee appointments. <br /> G. Attendance by Councilmembers not assigned to a subcommittee. Members of the City <br /> Council who are not assigned to a subcommittee may attend a subcommittee as a member <br /> of the public to observe but may not participate in any manner. <br /> H. Compliance with the Open Public Meetings Act. Subcommittee meetings shall be governed <br /> by the Open Public Meetings Act, provided no final action on legislative matters may be <br /> taken in a subcommittee meeting. Subcommittee meetings shall be treated as a "special <br /> meetings" and noted according to the procedures for special meetings. Subcommittees <br /> may meet in executive session provided that the executive session was listed on the <br /> agenda prior to the day of the meeting. <br /> I. Participating by non-members including city staff. Members of the public may attend for the <br /> purpose of observing but shall not participate in subcommittee meetings. There shall be no <br /> open comment period during subcommittee meeting for public testimony. Discussions shall <br /> be limited to City Council members assigned to the subcommittee, Administration, City staff <br /> and other speakers specifically requested by City Council members and City administration. <br /> J. Staffing. Staffing for committees shall occur in consultation with city administration. <br /> K. Materials. All written materials presented to a subcommittee shall be made available to all <br /> members of the City Council, and shall be available to the public, unless privileged or <br /> otherwise exempt from public disclosure. <br />
