L. Minutes and recording of subcommittee meetings. Minutes shall be maintained for <br /> subcommittee meetings. Subcommittee meetings shall also be televised in the same <br /> manner as fully City Council meetings. <br /> M. Reports of proceedings. The Chair of each subcommittee shall summarize the work of the <br /> subcommittee at the City Council meeting that immediately follows the subcommittee <br /> meeting, including recommendations by the subcommittee. Any such recommendations <br /> shall also be included in in the subcommittee minutes. After the presentation by the chair, <br /> the other members of the subcommittee shall be allowed to provide any supplemental <br /> information including any dissenting opinions. The Chair may also prepare a written <br /> summary of the work of the subcommittee but is not required to do so. If a written summary <br /> is prepared, other members of the committee are allowed to prepare a written summary of <br /> any additional information, including any dissenting opinion, which shall be attached to the <br /> report by the chair. <br /> SECTION 12: ANNUAL RETREAT. <br /> A. Annual Retreat. To be held by the end of February of each year. Every year by the <br /> of February, the City Council shall hold a retreat. The retreat shall be within the city limits of <br /> Everett. The date for the retreat shall be selected by the currently designated president of <br /> the City Council. The President shall seek to select a date so that all Council members or <br /> as many as possible may attend, including any Council member-elect. <br /> B. Purpose. The purpose of the retreat is to set the Council agenda for the coming year, to <br /> review Council procedures and organization, and consider other matter as appropriate. The <br /> retreat is intended to provide an informal setting to encourage candid and creative <br /> discussions, and may include discussions with the Mayor, Administration, and City <br /> Departments. <br /> C. Action to Be Taken at Retreat. The council shall not take final action on any ordinance or <br /> resolution at the annual retreat. The council may take action in the form of making <br /> subcommittee assignments, creating any ad hoc subcommittees, adopting goals for the <br /> upcoming year and other action related to how the council will conduct business during the <br /> upcoming year. <br /> D. Participation by Administration and City Staff. The Mayor or the Mayor's designee shall <br /> have a standing invitation to attend to make a presentation on significant issues the Mayor <br /> foresees should be addressed in the upcoming year. Administration is free to have <br /> whichever staff members it so chooses attend. To the extent the Council deems certain <br /> staff members as important to attend, the Council President will coordinate any such <br /> request through the City Administration. <br /> E. Public Attendance. The Retreat is an open public meeting subject to the Open Public <br /> Meetings Act and shall be noted according to the procedures for noting a special meeting. <br /> Members of the public may attend but no open public comment period will be provided. <br />
