• •
Transportation Planners and Traffic Engineers
MEMORANDUM
To: Michael Brick, PE, City of Everett
From: Edward Koltonowski
Subject: Flying Squirrel Trip Generation Memo
Traffic Analysis
Date: March 1, 2021
Project: GTC#21-050
This memorandum summarizes the trip generation and traffic mitigation fees for the Flying Squirrel
development. The site is located at 1325 SE Everett Mall Way. The development is proposed to
replace the existing 49,460 square feet (SF) shopping center/Toys "R" Us use with 49,460 SF of
trampoline park.
1. TRIP GENERATION
Trip generation calculations for Flying Squirrel development are based on data published in the
Institute of Transportation Engineer (ITE) Trip Generation Manual, 10th Edition Supplement. The
Flying Squirrel development is proposed to replace the existing 49,460 SF of shopping center/Toys
"R" Us use with 49,460 SF of trampoline park use. The average PM peak-hour trip generation rates
for ITE Land Use Code(LUC)436, Trampoline Park and ITE LUC 820, Shopping Center, have been
utilized for the trip generation calculations. As ITE does not contain a daily trip generation rate for
Trampoline Park, no daily trip generation was performed for the development. As the City bases its
traffic mitigation fees and its typical SEPA threshold on PM peak trips, this should be deemed
acceptable. Per ITE data, a 34% pass-by rate was applied to the Shopping Center use. The trip
generation of the Flying Squirrel development is summarized in Table 1.
2813 Rockefeller Avenue • Suite B • Everett,WA 98201
Tel: 425-339-8266 • Fax: 425-258-2922 • E-mail: info@gibsontraffic.com j/
