2. The Information Technology department, with approval by the Mayor or designee, may <br />modify technical standards for electronically transmitted signatures and manual facsimile signatures. <br />3. The Information Technology department, with approval by the Mayor or designee, may <br />modify the chosen software solution for electronic and digital signatures. <br />VII. Work Rules <br />1. The following types of documents may be signed electronically, unless a wet signature is <br />otherwise required by law: <br />a. Minutes of the City Council or any Council Committee Meetings <br />b. All contracts <br />c. Ordinances and resolutions <br />d. Engineering and building plans, approvals, and permits <br />e. Any other document or record approved for electronic signature by the relevant <br />department director and the Information Technology department <br />2. If a Designee has been duly authorized in accordance with this Policy, the Designee may <br />sign City documents electronically if such an option is available, provided the following: <br />a. The electronic signature utilized by the City employee in connection with the electronic <br />signature is a method approved as specified under "Technical Standards"; <br />b. The electronic signature is that of the City employee electronically signing the document, <br />as set forth in this Policy; <br />c. The electronic signature is not expired when the authorized City employee signs the <br />document digitally; and <br />d. The City employee does not provide information they know to be untrue. <br />3. City officials and employees may use a facsimile signature for instruments of payment in <br />accordance with Chapter 39.62 RCW when authorized by the Finance Director. <br />4. If an electronic signature is used for interstate transactions or for documents required by <br />the US Federal Government, the electronic signature shall comply with the requirements of the Electronic <br />Signatures in Global and National Commerce Act. <br />5. If a City employee is authorized to be a notary and undertakes the requirements to <br />become an electronic notary pursuant to WAC 308-30, then that City employee may perform electronic <br />notarization. <br />6. If an electronic or other signature is determined to have been not in conformity with this <br />policy, the City may later in writing ratify that signature, in which case the prior signature will be deemed <br />for all purposes to have been always fully effective. <br />VIII.
