However, the
Chief Administrative Assistant and designated department head(s) may also sign contracts "in
accordance with written guidelines approved by Council." With the upcoming use in 2022 of
electronic signatures and the City's new electronic contract management system, staff recommends
adoption of written guidelines, as there may be situations where it would be efficient for the Mayor
to authorize the Chief Administrative Assistant and/or designated department head(s) to sign some
contracts. The resolution contains these guidelines, setting up a process for the Mayor to make
these authorizations when appropriate.
Like the companion electronic signature resolution, this resolution is very limited in scope. It solely
applies to who signs contracts. It changes nothing with respect to the content of those contracts and
does not change anything about how contracts are approved by Council.
Recommendation (exact action requested of Council):
Adopt Resolution Establishing Guidelines for Execution of Contracts in Accordance with Section 4.14
of the City Charter
