40 •
Sabrina Fandler
From: Erik Emerson
Sent: Friday,June 15, 2018 2:15 PM
To: Sabrina Fandler
Subject: SE Millwright Loop and Open Spaces Stormwater Review
Sabrina,
I have reviewed the "SE Millwright Loop and Open Spaces" plans and have the following comments:
1. The project was reviewed under the assumption that all stormwater systems are to be owned and maintained
by the Port of Everett. The conveyance system specifically is designed to a previously agreed to standard which,
in some aspects, is a lesser standard than would be applied for City owned and maintained facilities.
2. The provided plans were reviewed in conjunction with the Waterfront Place Central Phase 2 and 3 Development
Hydrologic and Hydraulic Report, PND, December 2017.This report was originally submitted as a "for reference
only" document. The calculations for the specific area included in the SE Millwright Loop and Open Spaces
submittal were reviewed and found to be consistent with the agreed project standards. At the completion of the
greater Waterfront Place Central Development a final stormwater report will be required for review, approval,
and archiving by the City.
3. Ecology's GULD approval for the Linear Modular Wetland requires that each installation be reviewed by the
manufacturer as noted in the approval Conditions of Use:
2. Each site plan must undergo Modular Wetland Systems, Inc. review and approval before site
installation. This ensures that site grading and slope are appropriate for use of a MWS—Linear Modular
Wetland Stormwater Treatment System unit.
Please provide documentation that the system has been reviewed and accepted by the manufacturer. The
review should address the fact that the treatment media will be regularly inundated and the fairly significant
bypass flows which appear to be being handled by the internal bypass system.
4. Please add design treatment and bypass flows to the Modular Wetland table on sheet C3.05.
grr CELEBRATING Erik Emerson PE
125 Senior Surface Water Engineer I Public Works
YEARS P:425.257.89951 3200 Cedar Street, Everett,WA 98201
A story worth telling everettwa.gov/publicworks I Facebook I Twitter
Note:Emails and attachments sent to and from the City of Everett are public records and may be subject to disclosure pursuant to the Public
Records Act.
1
