New <br />staff will need to be trained and <br />refresher or new training is needed <br />for existing staff. <br />Increased NIMS, ICS, and EOC <br />position specific training will <br />improve the City's ability to <br />integrate all response resources, <br />maintain emergency responder <br />safety, and streamline incident <br />management processes. <br />Collaborate with City departments, <br />businesses, and other community <br />partners on joint emergency <br />preparedness, response, and <br />recovery training/exercise <br />opportunities. <br />The City's CEMP and HMP both <br />highlight the importance of <br />collaborative training and exercising <br />to identify capabilities and gaps <br />when responding together. <br />Joint training and exercising ensures <br />greater relationship building and <br />common communication. It leads to <br />entities being more familiar with <br />partner plans, procedures, <br />operations, and infrastructure. <br />Deliver and sustain Community <br />Emergency Response Team (CERT) <br />and Registered Emergency Worker <br />programs. <br />The City's CEMP explains the use of <br />CERT trained volunteers and <br />registered emergency workers to <br />support disaster and preparedness <br />operations. Trainings for new and <br />existing volunteers are necessary to <br />sustain the program. <br />Participants of the CERT and other <br />training programs will have <br />increased skills and abilities to take <br />care of themselves, their families, <br />and their communities. Registered <br />Emergency Workers can also be <br />included in preparedness, response, <br />and recovery activities. <br />Priority Area #5 <br />Primary Core Capability <br />4.4 Operational Planning and Procedures <br />Operational Coordination <br />Secondary Core Capability <br />Planning <br />Build or Sustain <br />Building <br />WORK PLANNED <br />IDENTIFIED GAP/NEED <br />ANTICIPATED PROJECT IMPACT <br />Continue to share the updated <br />CEMP and build upon its annexes, <br />such as terrorism and cyber <br />security. Activities include <br />developing and printing copies of <br />the updated plans and/or summary <br />quick guides. <br />Additional annexes may need to be <br />developed to address new and <br />continuing emergency management <br />topics. <br />Promulgating the CEMP and <br />continuing build -out of the annexes <br />assist with building awareness, <br />resilience, and operational capacity. <br />Prepare and exercise City and non- <br />City personnel to assess post- <br />earthquake building damage. <br />After a major earthquake, buildings <br />in Everett will have varying degrees <br />of damage. Those buildings will <br />need to be evaluated to determine <br />if they are safe for re-entry. <br />Everett's Building Department does <br />not have enough personnel to <br />evaluate all buildings quickly. The <br />City's CEMP points to other City <br />Department personnel to play a role <br />in at least initial damage <br />assessments. <br />More individuals will be properly <br />prepared to assess buildings after <br />an earthquake, which may allow <br />people to reenter buildings sooner <br />for response and recovery efforts. <br />Being able to identify dangerous <br />buildings earlier could also help to <br />prevent injury. <br />DHS-FEMA-EMPG-FY21 <br />Page 34 of 37 <br />City of Everett OEM, E22-221 <br />
