• <br /> 1 h. Prior to doing the inspection of the reported activity, I conducted a permit <br /> records check to determine if any permits have been issued for the <br /> 2 construction and electrical work being conducted on the structure. During the <br /> site visit to investigate the construction activity I spoke to a couple of <br /> 3 individuals working there. One individual stated that the property is owned <br /> by his cousin. When I stated to the "owners cousin"that I intended to post a <br /> 4 Stop Work Order he indicated that he understood. I asked him if I could post <br /> the placard on a sliding glass door located above the new deck being <br /> 5 constructed, he said that that was fine. I made it very clear to the workers on <br /> 6 site that no work was permitted to continue. I thanked the workmen for their <br /> co-operation and asked them to contact the owner to inform him of the Stop <br /> 7 Work Order, they said that they would. <br /> 8 5. My search revealed that no permits for the construction activity have been issued by <br /> the City. This is a violation of International Residential Code ("IRC") Section R105 <br /> 9 as adopted by the City of Everett pursuant to Everett Municipal Code (the "EMC") <br /> 10 16.005.030, which requires persons doing construction work to first obtain necessary <br /> building and construction permits. <br /> 11 <br /> 6. Due to the conditions violating the IRC, on August 6 2019, I posted a Stop Work <br /> 12 Order pursuant to Section R114 of the International Residential Code as adopted <br /> Pursuant to EMC 16.005.030. <br /> 13 <br /> 14 7. Section R114 states, any person who shall continue any work in or about the <br /> 15 structure after having been served with a stop work order, except such work as that <br /> person is directed to perform to remove a violation or unsafe condition, shall be <br /> 16 subject to penalties as prescribed by law." IRC R114.2. <br /> 17 8. Since I have posted a Stop Work Order on the front of the house at the property it <br /> has been reported to me that construction work continues. <br /> 18 <br /> 19 9. To date, the City has not issued any building, electrical,plumbing, or other <br /> necessary permits for the construction work being conducted at the property. <br /> 20 <br /> 21 10.
