Later Phase Eclipse Mill Project <br /> EXHIBIT A — SCOPE OF WORK <br /> INTRODUCTION <br /> The purpose of this contract is for a CONSULTANT to provide professional engineering <br /> and related services to City of Everett Parks and Facilities Department (CITY) for the <br /> Later Phase Eclipse Mill Park Project. <br /> PROJECT BACKGROUND <br /> The City of Everett intends to develop the waterside portion of Eclipse Mill Park located <br /> on the Snohomish River. The scope includes design, engineering, permitting, <br /> construction documents, and construction management for approximately 400 LF of <br /> riverbank stabilization, a public access pier with a gangway and boarding float, a debris <br /> deflector, an extension of an existing CSO outfall, and approximately 400 LF of asphalt <br /> trail repair. Relocation of the trail inland and no bank stabilization, but removal of the <br /> abandoned asphalt trail. <br /> The riverbank in this section of the river is currently made up of earthen dikes and wood <br /> or sheet pile walls placed many years ago for the old logging and mill facilities. The relic <br /> piles will be removed as the CITY seeks to restore the shoreline in an environmentally <br /> friendly manner using soft armoring design for this section of the Snohomish River which <br /> is tidally influenced. <br /> A public viewing and access pier are to be included in the design. An ADA compliant <br /> gangway shall provide public access to a new boarding float. An HOPE debris deflector <br /> is to be placed upstream to protect the pier, gangway, and boarding float. <br /> The project will relocate approximately 400 linear feet of asphalt trail along the riverbank <br /> which has been damaged due to erosion. The trail will be setback from the water's edge <br /> with stabilization measures as needed. Presence of wetlands will require the use of <br /> boardwalks. <br /> An existing Combined Storm Sewer Outfall protrudes from the riverbank at the Southern <br /> portion of the project site. The CSO may need to be extended during the bank <br /> stabilization process. <br /> SCHEDULE <br /> The anticipated schedule for design and bid is: <br /> Contract Execution and Notice to Proceed November 2021 <br /> 60% Design Update I Permit Submittal April 2022 <br /> 90% Design August 2022 <br /> 100% Design May 2023 <br /> Permitting Complete March 2024 <br /> Issue for Bid June 2023 <br /> Limited NTP October 2023 <br />
