EVERETT <br /> WASHINGTON <br /> Promulgation Memorandum <br /> City of Everett Comprehensive Emergency Management Plan <br /> With this notice, I officially promulgate the City of Everett Comprehensive Emergency Management Plan <br /> (CEMP) dated December 31, 2020. <br /> This plan is effective immediately and replaces all previous versions.The CEMP represents the <br /> framework for City disaster prevention, protection, mitigation, response, and recovery activities.The <br /> CEMP details authorities,functions, and responsibilities to establish a cooperative plan of action <br /> between City departments, divisions, and other public and private entities before,during, and after a <br /> disaster.The CEMP supports National Incident Management System (NIMS) compliance requirements <br /> and utilizes the NIMS Incident Command System (ICS).This plan was prepared in accordance with <br /> guidance from the National Response Framework,the NIMS guidance,the Washington State CEMP, and <br /> the Snohomish County CEMP. <br /> The plan development process was designed to assure the CEMP's compatibility with the precepts of <br /> modern emergency management,the current applicable laws, and the organizational structure of the <br /> City of Everett. <br /> Department Directors are reminded of their responsibilities concerning emergency management, <br /> specifically to support and participate on assigned committees, attend training sessions, offer updates to <br /> the CEMP as necessary, and maintain internal department disaster plans that allow for continuation of <br /> services during and following a disaster or significant event.All City of Everett Line of Succession <br /> personnel, Department Directors, and other key staff should review this document and become familiar <br /> with their responsibilities. <br /> The next update of the CEMP Basic Plan and Annexes must be submitted to the State no later than <br /> December 31, 2026. Notwithstanding the regular update schedule,the Everett Office of Emergency <br /> Management staff will review the CEMP on an annual basis and collect suggested updates from other <br /> sources such as local, state, and federal agencies. <br /> I, Cassie Franklin, Mayor of Everett,do hereby promulgate the attached City of Everett Comprehensive <br /> Emergency Management Plan. <br /> Cas. - .
