City of Everett Comprehensive Emergency <br /> Management Plan — 2020 Update <br /> Executive Summary <br /> Overview <br /> The City of Everett Comprehensive Emergency Management Plan (CEMP) explains how the City intends <br /> to help prevent, mitigate the effects of, prepare for, respond to, restore services from, and recover from <br /> any hazard affecting the City.The intent of this document is to provide a framework during an <br /> emergency or major disaster to coordinate response efforts and outline the responsibilities of City <br /> departments and other agencies. It also outlines broad prevention, preparedness, mitigation, and <br /> recovery approaches. Everett's CEMP is updated every five years as required by the Washington State <br /> Emergency Management Division. Due to the COVID-19 pandemic, extensions were granted so the next <br /> version of Everett's CEMP will be due before the end of 2026.The CEMP can be accessed online here. <br /> Highlights of the 2020 Update of the Everett CEMP <br /> Plan Structure <br /> The most significant change in this update of the CEMP is the overall structure. It consists of a basic plan <br /> with general or overarching principles to guide the City. Following the basic plan are several incident- <br /> specific and functional annexes.The intention was to make the document more user-friendly when used <br /> for a specific incident or type of activity. <br /> Incident-Specific and Functional Annexes <br /> The annexes that accompany this plan fall into two categories.There are incident-specific annexes that <br /> relate to specific hazards and functional annexes that would be used for a type of activity(sheltering, <br /> emergency public information, etc.).The annexes include initial action considerations, responsibilities, <br /> and messaging templates. We anticipate developing more annexes over time.The annexes will be <br /> accompanied by"plays"that lay out details for specific tasks that may be needed (these will continue to <br /> be developed). <br /> National Preparedness Goal Mission Areas <br /> The CEMP aligns with the five mission areas as described by the National Preparedness Goal and used by <br /> neighboring jurisdictions.These mission areas include prevention, protection, mitigation, response, and <br /> recovery. <br /> City Department Roles and Responsibilities <br /> This plan outlines general emergency and disaster specific roles and responsibilities for City <br /> Departments. This will help accomplish objectives in a disaster and guide training and exercise <br /> requirements for the City. Changes were also made to reflect the changes in City department <br /> organization.The Emergency Operations Center organizational chart was simplified so that it is more <br /> clear where departments fit in and also so that it can be flexible and scalable to match the needs of an <br /> incident. <br />
