0 0 <br />O;L <br />PUBLIC WORKS <br />b. Please see all redlines on the attached plans for required corrections in addition to all <br />comments listed below. Frequently, redlines will be stand-alone and will not have an <br />associated item in this corrections letter. Likewise, comments below may not have associated <br />redlines. Please indicate to the City that all redlines have been adequately addressed by <br />providing checkmarks or notes next to the City's redlines to indicate that it has been picked <br />up or to answer a reviewer's question. A comment response letter can also be included with <br />your resubmittal to address the comments below (handwritten remarks under each comment <br />on this letter are perfectly acceptable). The below listed sheets have redlines. <br />i. Sheet T1.0 <br />ii. Sheet C 1.0 <br />iii. Sheet C 1.2 <br />c. Remove all components that are not per this permit's scope of work. Any future <br />elements will be reviewed on that phase's permit and will be approved through that <br />permit. This permit is for early fill/grade/preload only and no business activity is <br />permitted to be conducted through the approval of this permit. Keep the 35' right-of-way <br />dedication shown on the plans for the entire length of frontage. <br />Future elements have been removed -from the plan. Crushing equipment and. stockpiles remain as they are part of filling <br />operations. The 35' right of way dedication has been extended along the entire east side of the parcel. <br />d. A Construction Stormwater General Permit, administered by the Department of Ecology, <br />will be required for this project since it will disturb an acre or more of land. Additional <br />information as well as an application form can be found on the DOE website at: <br />www.ecy.wa.gov/prograins/wq/stormwater/construction/ Please turn in a copy of the C- <br />SWPPP submitted to Ecology and indicate your Ecology Permit Number. <br />i. Although in the current state the runoff discharges to the sewer treatment plant, <br />the ditch that conveys the water to the pump station could be classified by DOE <br />as surface water and therefore coverage would be needed. <br />Application for a Construction Stormwater General Permit will occur after SEPA DNS is obtained for the Interwest Site. <br />e. Update the SWPPP per the redlines within the current document. Specifically, need to <br />update the BMP selections per the redlined comments to select ones that satisfy the <br />specific element. Only certain BMPs can satisfy each element. At least one BMP that <br />satisfies each element must be selected for that particular element. <br />i. See redlines on pages 13, 15, 16, and 17. Comments addressed. <br />ii. Update included C1.0 in SWPPP once plan revisions have been made. <br />C1.0 in the SWPPP reflects updated plan revisions. <br />f.The Construction SWPPP should specifically address the possibility that groundwater may <br />be contaminated from past activities at the site, and propose an appropriate disposal <br />strategy should contamination be found. In the event of subsurface contamination of the <br />soils, pollutants may be present that would not be removed with standard BMPs. In that <br />case, the 2014 SWMMM indicates discharge to a sanitary or -combined sewer system, with <br />the local authority's approval, is available — "if there is no other option". In this event, a <br />Sewer Discharge Authorization Permit may be able to be obtained through the City's <br />Maintenance Division (contact Brian Doolan at BDoolan@everettwa.gov or 425-257- <br />8828). <br />The construction SWPPP has been revised to reflect the possiblilty of groundwater contamination and how to address this <br />potential issue. <br />g. Add notes to plans: All exposed ground must be reseeded within 30 days of the <br />completion of construction. If reseeding is not practical due to weather or season <br />problems, the ground must be covered with mulch as directed by the City Engineer. <br />This note has been added to sheet C1.0. <br />PsaP 7 of 7.. <br />
