Sabrina Fandler
From:
Sabrina Fandler
Sent:
Thursday, May 31, 2018 4:40 PM
To:
'Elise Gronewald'
Subject:
RE: Trails Project
Hi Elise,
Finally able to provide you some comments on the trails project at Riverside Business Park. Please see below:
• From Traffic/Fire (Contact Jim Venturo (Fire) at 425-257-8124 or JVenturo@everettwa.gov; contact Michael
Brick (Traffic) at 425-257-7790 or MBrick@everettwa.gov)
o Some form of removable bollards to preclude vehicular access is desired at the following three locations
P6-t-3q fD ■ Approximately station 37+00 (Trail F at 81h Street, near label L14 on page L1.0)
■ Approximately station 10+00 (near label L1 on page L1.0)
■ Approximately station 12+50 (at trail D/J split, near label C2 on page L1.0)
• From Stormwater/Parks (Contact Erik Emerson (stormwater) at 425-257-8995 or EEmerson@everettwa.gov)
o The project proposes to match the trail surface to the existing topography, which is ok, but this results in
potentially concentrating runoff at certain points along the trail. No collection system or conveyance are
currently proposed with the intent that any runoff which may occur will simply run over the trail. This
presents a number of problems, including:
■ The area behind the trail may end up becoming wetland causing future permitting issues if trail
widening or other improvements are proposed.
/- ■ The drainage across the trail may cause the surface to be damp for extended periods of time
and could lead to moss growth.
■ Similarly, ice could be a problem in the winter.
■ As such, some measure to address these low points needs to be provided. A culvert pipe or
French drain system is much preferred. If other project requirements prohibit the use of a
culvert the low points along the trail should be paved with concrete with a coarse brushed finish
through the area where runoff may cross the path.
o Sheet 2.7 indicates that the trail slope will be at 0.0% slope. Will the ditches on either side have
sufficient positive drainage to drain? Especially of concern is the west side which drains to a cross -trail,
but the ditches on both sides need to have sufficient slope to drain.
o Although it's not a stormwater comment Parks expressed concern about the large trees proposed in
close proximity to the trail. Over time the tree roots are likely to damage the trail paving. If the large
tress need to be a part of the landscaping concept, then root barrier should be provided at the edge of
the trail.
Please let us know if you have any questions. We will make your project a priority upon
CELEBRATING resubmittal for quick turn -around and permit issuance when approved. Please submit 4 sets of
125 revised plans when ready.
YEARS
A story worth telling Thanks
Sabrina Fandler, P.E.
Associate Engineer I Permit Services
425.257.7813 13200 Cedar Street, 2nd Floor, Everett, WA 98201
Hours: Monday — Friday 7:30am-12:OOpm and 1:OOpm-4:OOpm
everettwa.gov/permits I Facebook I Twitter
