Exhibit "A" <br /> Scope of Services, Time of Performance, Budget, <br /> Payment, Notices, and Representatives <br /> I. Scope of Service <br /> A. Activities/Project Description <br /> The Subrecipient will be responsible for administering the Housing Justice Project-Covid Response <br /> program in a manner satisfactory to the City and consistent with any standards required as a <br /> condition of providing these funds. Such program will include the following activities eligible under <br /> the Community Development Block Grant Program: <br /> Program Delivery <br /> Activity: <br /> The Housing Justice Project-Covid Response will serve 60 unduplicated low- to moderate-income <br /> Everett (300 county-wide) Households by providing legal assistance to residents at risk of or facing <br /> eviction, other housing issues, and individual and family safety issues. These services include <br /> informational and educational materials about the eviction process, pre and post eviction assistance; <br /> referrals to community partners; legal advice; negotiations; and assistance in preparing for court <br /> hearings. These funds will be used to leverage CDBG funds to support basic needs of Everett <br /> residents by ramping up and expanding our services to meet their increased civil legal needs in <br /> response to the pandemic. <br /> General Administration <br /> [Description of general administrative services to be performed in support of activities noted above] <br /> Snohomish County Legal Services (SCLS) provides legal assistance to low-income Snohomish <br /> County households in the primary areas of housing and family law. The Agency assists those at-risk <br /> of or facing eviction or housing instability at various stages in the legal process. These areas of <br /> service, in direct response to the pandemic, includes but is not limited to: protecting and enforcing a <br /> tenant's legal rights; eviction prevention and defense; assistance in housing legal mediation; <br /> negotiating (e.g., a settlement agreement, payment plan, additional move out days, reduction in <br /> monetary judgments), and other housing and uninhabitability issues (e.g., repairs, damages, or <br /> security deposit disputes); and assisting individuals and families facing safety issues and housing <br /> instability (such as obtaining protection orders or child, spousal and/or temporary support). <br /> B. National Objectives <br /> The Subrecipient certifies that the activities carried out with funds provided under this Agreement will <br /> meet the following CDBG National Objective, as identified by the City of Everett for priority in the <br /> 2020 Program Year, "Benefit low/moderate income persons" - as defined in 24 CFR Part 570.208. <br /> Appropriate Subcategory and Matrix Code under the National Objective: <br />
