Port of Everett — Norton Terminal Award construction contract to NW construction 336 — Water/Sewer System Improvements Fiscal summary statement: This project is included in the current Public Works Capital Improvements Program for Sewer infrastructure with authorized funding of $5,460,000. Project summary statement: The City of Everett is under an agreed order with Ecology to bring its combined sewer outfalls (CSOs) into regulatory compliance by end of year 2027. The Port of Everett Combined Sewer Main Improvements project is a required project as identified in the Port Gardner Storage Facility (PGSF) Engineering report. The project consists of 42" and 12" diameter combined sewer pressure pipes that will connect Lift Station #3 to the Port Gardner Storage Facility. On December 22, 2021, the City Council awarded construction of the project to Northwest Construction in the amount of $4,551,566.85. The project will be constructed at Port of Everett property within a construction easement granted by the Port, and crosses two Ecology Model Toxics Control Act (MTCA) cleanup sites. On December 22, 2021, the City Council entered into an Interlocal Agreement (ILA) with the Port requiring the City to provide environmental monitoring and inspection to satisfy Ecology's requirements. This professional services agreement with Landau Associates will satisfy Ecology's requirement as stated in the ILA. Recommendation (exact action requested of Council): Authorize the Mayor to sign the Professional Services Agreement with Landau Associates, Inc. to Provide Environmental Monitoring and Inspection during Construction of the Port of Everett Combined Sewer Main project in an amount not to exceed $203,100.
