The Port of Everett <br />Combined Sewer Main Improvements project is a required project as identified in the <br />Port Gardner Storage Facility (PGSF) Engineering report. The project consists of 42" and <br />12" diameter combined sewer pressure pipes that will connect Lift Station #3 to the Port <br />Gardner Storage Facility. <br />On December 22, 2021, the City Council awarded construction of the project to <br />Northwest Construction in the amount of $4,551,566.85. The project will be constructed <br />at Port of Everett property within a construction easement granted by the Port, and <br />crosses two Ecology Model Toxics Control Act (MTCA) cleanup sites. On December 22, <br />2021, the City Council entered into an Interlocal Agreement (ILA) with the Port requiring <br />the City to provide environmental monitoring and inspection to satisfy Ecology's <br />requirements. <br />This professional services agreement with Landau Associates will satisfy Ecology's <br />requirement as stated in the ILA. <br />Recommendation (exact action requested of Council): <br />Authorize the Mayor to sign the Professional Services Agreement with Landau <br />Associates, Inc. to Provide Environmental Monitoring and Inspection during <br />Construction of the Port of Everett Combined Sewer Main project in an amount not to <br />exceed $203,100. <br />
