(LAI) is pleased to submit this proposal for environmental support services to <br />the'City of Everett (City) for the Port of Everett (Port) Combined Sewer Main Improvements project <br />(the project). The project will be conducted at the Port within a construction easement granted by the <br />Port, and crosses two Washington State Department of Ecology (Ecology) Model Toxics Control Act <br />(MTCA) cleanup sites: the Kimberly-Clark Worldwide Site (K-C Site) and the ExxonMobil/ADC Site <br />(Exxon/ADC Site). LAI's first primary objective is to document environmental conditions encountered <br />by the City during construction of the project to support any coordination between the City and the <br />Port in the event that unanticipated hazardous materials are encountered. LAI's second primary <br />objective is to support the City's implementation of the project in accordance with the K-C Site Soil <br />and Groundwater Management Plan and the Exxon/ADC Site Soil and Groundwater Management <br />Plans (SGMPs; LAI 2021a, 2021b). These SGMPs were prepared by LAI for the Port to guide intrusive <br />activities within each cleanup site during marine terminal improvements (MIE project) being <br />conducted by the Port, and they were subsequently adopted by the City for use during the project. <br />The project is expected to be conducted from late March through June 2022 and will occur <br />concurrently with the Port's MIE project, which LAI is also supporting for the Port. MIE project support <br />includes documenting environmental conditions within the construction easement and supporting <br />implementation of the SGMPs.
