Port of Everett Combined Sewer Main Improvements Environmental Support Landau Associates
observations of excavation sidewalls and field screening observations of excavated soil (including
visual, olfactory, and sheen) will -be documented in daily field reports. These daily field reports will be
reviewed prior to transmission to the City on a weekly basis.
LAI will also collect and submit waste characterization soil samples for laboratory analysis to support
development of a waste disposal profile with an appropriate disposal facility; as selected by the City's
construction contractor. Waste characterization soil samples will be collected for a total of two
profiles, which are anticipated to be a geotechnically unsuitable soil profile and potentially
contaminated soil (as determined by field screening and/or characterization sampling) profile. Three
samples will be collected for each initial profiling and three additional as -needed samples per profile
will be collected as excavation continues. Selection of waste characterization soil analysis will be
based on prior waste profiling experience at the K-C Site and is anticipated to include diesel- and oil -
range total petroleum hydrocarbons (TPH-D, TPH-O); benzene, toluene, ethylbenzene, and xylenes
(BTEX); semivolatile organic compounds (SVOCs); metals (Resource Conservation and Recovery Act
[RCRA] 8 Metals plus copper and zinc), polychlorinated biphenyls (PCBs), and sulfate. Up to two
follow-up samples will also be analyzed for toxicity characteristic leaching procedure (TCLP) metals, if
needed. Estimated costs assume laboratory analysis will be requested with an accelerated 5-day
turnaround time. Following receipt of analytical data, LAI will assist the City prepare waste profile
applications.
LAI also has budgeted for supporting the City if additional unanticipated hazardous materials are
encountered during excavation that warrant additional coordination with Ecology, soil
characterization and profiling, or observation. Up to 16 hours at both the Senior Associate and Senior
Staff billing titles, and laboratory costs for analysis of an additional five samples are included in the
estimated cost for this purpose.
Task 014. Reporting
This task includes preparation of a construction completion report that documents observations
collected during excavation, a summary of laboratory analytical results, documentation of soil
exported from the site for disposal, and a description of unanticipated conditions or hazardous
materials encountered during the project and any additional actions taken. LAI assumes a moderate
level of effort will be necessary for preparation of this report and assumes preparation of a City -
review draft and final version of the report.
Task 015. Project Management
Project management includes project setup and closure, contracting, budget tracking, and
coordination/communication with the City. This task also includes internal coordination of the project
consisting of staffing, subcontracting, field equipment/materials billing tracking, and management of
project documentation.
January 19, 2022 3
