r Section 00 21 13 INSTRUCTIONS TO BIDDERS Bidder has 15 calendar days after receiving the Notice of Award to submit the following documents to the City: • Two(2)executed copies of the Contract. I • Contract bond or equivalent performance and payment bond per Section 007200, Part 15.2 "Bonds",of the Contract Documents. • Certificate of Insurance and additional insured endorsement, Section 007200, Part 15.3 "Insurance", of the Contract Documents. A Contract shall not be formed until the Contract Documents are signed by the Mayor. 1.13 Time of Completion The Contractor shall complete the Work on or before the date or dates specified in Section 005213 - Contract. 1.14 Wages All laborers,workmen, or mechanics in each trade or occupation employed in the performance of the Contract either by Contractor, Subcontractor, or other person doing Work shall be paid not less than the prevailing rate of wage as defined in RCW 39.12.010. No claim for additional compensation will be allowed that is based upon a lack of knowledge of these requirements or a failure to include adequate increases in such wages over the term of this Contract in the Bidder's bid price. 1.15 Equal Employment Opportunity 111 The Contractor will be required to assure that equal employment opportunities will be in effect to all individuals throughout the length of this Contract, pursuant to Section 007200-, Part 7"Labor Standards," of the Contract Documents. The Contractor must comply with all local, state and federal laws pertaining to non-discrimination and equal employment opportunity. 1.16 DBE/WBE Subcontractor Requirements The Contractor is required to actively solicit bids for subcontract work from "Disadvantaged Business , Enterprises" (DBE's) and "Women's Business Enterprises" (WBE's). The Contractor is required also to document such effort on the "City of Everett Disadvantaged/Women's Business Enterprise" form and to submit said form, in accordance with Section 004539 of the Contract Documents, with its Bid. 1.17 Non-Collusion Affidavit The Contractor must submit a"Non-Collusion Affidavit"in accordance with Section 004519 of the Contract I Documents as part of the Bid package.
