City of Everett 00 2113 - 3 <br /> 2022 Tulalip Water Pipeline Mortar Repair UT 3774 <br /> 1.6 PREPARATION OF BIDS <br /> A. Bids shall be submitted on the forms provided by the City and found in the <br /> Contract Documents. All blank spaces in the Bid form shall be legibly filled in <br /> using a non-erasable medium. In the event that the product of a unit price and an <br /> estimated quantity does not equal the extended amount quoted, the unit price <br /> shall govern, and the correct product of the unit price and the estimated quantity <br /> shall be deemed to be the amount bid. If the sum of two or more items in a bidding <br /> ' schedule does not equal the total amounts quoted, the individual item amounts <br /> shall govern, and the correct total shall be deemed to be the amount bid. Do not <br /> qualify Bids since this will automatically be cause for rejection of the Bid. <br /> ' B. Bid prices shall include everything necessary for the completion of the Work <br /> including, but not limited to, providing the materials, equipment, tools, plant and <br /> ' other facilities, and the management, superintendence, labor, and all necessary <br /> testing services. <br /> ' C. Bidders are warned against making erasures or alterations of any kind to the Bid <br /> form, and bids that contain omissions, erasures, or irregularities of any kind may <br /> be rejected. No oral, telegraphic, electronic, or telephonic bids or modifications <br /> will be considered. <br /> ' 1 .7 BIDDER'S SIGNATURE AND AUTHORITY <br /> A. The Bid must be signed by a person authorized to sign the Bid on behalf of the Bidder. <br /> 1.8 REVISION OR WITHDRAWAL OF BID <br /> ' A. A Bid may be revised and resubmitted as the official Bid if the City receives the <br /> revised bid before the scheduled time for opening Bids. Resubmitted Bids shall <br /> be in full compliance with these Instructions to Bidders. Bid security shall be in <br /> ' an amount sufficient for the Bid as resubmitted. <br /> B. After the scheduled time for opening Bids, no Bidder will be permitted to withdraw <br /> ' his Bid unless the award of contract is delayed for a period exceeding 45 calendar <br /> days Bids received after the scheduled closing for opening Bids shall be returned <br /> to the Bidder unopened. <br /> ' C. Within 5 days after the opening of Bids, a Bidder who wishes to claim error after <br /> the Bids have been opened and tabulated shall submit a notarized affidavit <br /> signed by the Bidder, accompanied by original work sheets used in the <br /> preparation of the Bid, requesting relief from the responsibilities of award. The <br /> affidavit shall describe the specific error(s) and certify that the work sheets are <br /> ' the originals used in the preparation of the Bid. City staff will review the certified <br /> work sheets to determine the validity of the claimed error and make a <br /> recommendation.
