I
valves. The segment numbers refer to the project number during installation and
have no operational value.
Q2 - In Segment 4 it appears that there are valves between Segment 3 &4 (at STA
157+04.00) and Segment 4 & 5 (at STA 203+15.00). Are we to assume that the City
will close these prior to Segment 4 pipeline repairs? Is the integrity of these valves
sufficient to isolate Segment 4 during the repair period?
For this project, the City will isolate the entirety of the pipeline from Segment 1S to
4 by turning two valves on each side of the project area. The pipeline section
between these two valves will be de-headed.
Q3 - What safety measures will the City implement to protect our workers against the
introduction of water into the pipeline during the repair work?
City staff will provide double block and pleed energy isolation techniques for
sections of pipe in which workers must enter. When or if this method is not
feasible, a single block method in combination with an early warning system
comprising of City staff monitoring effectively researched locations to ensure entry
team is afforded timely evacuation should engulfment potential present. City staff
' will perform group lockout tagout activities through valving operations and the
application of safety locks and tags to identified components. The City will provide
direct contact communications to persons in charge of the aforementioned. These
methodologies require extensive conversation with competent persons from
interested parties to ensure clarity and should be considered as a support
mechanism of the contractor's requirement to protect their own employees.
Q4- It is customary for the pipeline operator to be responsible for the safe disposal of
any pipeline contents. Will the City be draining the contents of the pipeline
segments 1N &4 prior to granting the Contractor clearance to begin work?
The City's typical practice is to de-head the pipeline and then the contract can
dewater further so that they can accomplish their work. City staff will be available
to oversee the Contractor's dichlorination and dewatering activities before the
work begins, as well as the Contractor's flushing and disinfecting after work is
completed.
r
Q5- Specification 036000 2.2 specifies the Mortar Binding Agent to be Dayton Superior
ProAnchor Elite. Upon review of the vendor literature, we believe that this is the
wrong product as it is a cartridge-based system for the anchorage of dowels, bolts,
reinforcing steel and threaded rods. Please provide a product that is suitable for
bonding grout to steel pipe wall and existing concrete.
Addendum 1 Page 3
CITY OF EVERETT• 3200 Cedar Street• Everett, WA 98201 • (425) 257-8800• Fax (425) 257-8882
