CITY OF EVERETT <br /> EVERETT Community, Planning, & Economic Development Department <br /> WASHINGTON Planning Division <br /> PLANNING DIRECTOR DECISION <br /> File Numbers: REVII19-011, REVI19-007,HC19-001 <br /> Applicant: Don Shaffer <br /> Address: 3531 Norton Avenue, Everett,WA <br /> Zoning: R-3, Core Residential Area and Norton Grand Historic Overlay <br /> Project Description: Proposed new duplex in the Norton Grand Historic Overlay and the Core <br /> Residential Overlay,with deviation from development standards.Planning Director Review(REVI119- <br /> 011)requires review and recommendation from the Historical Commission(HC19-001), and design <br /> review(REVI19-007)for the Core Residential Overlay and the Norton Grand Historic Overlay are <br /> required for the proposal. <br /> REVll19-011: Planning Director Review,Construction of New Duplex in the Norton Grand Historic <br /> Overlay with Deviation from Development Standards <br /> Everett Municipal Code(EMC)19.33.130 states the Historical Commission shall review the construction <br /> of new duplexes in the Norton Grand Historic Overlay,and that their decision shall constitute as a <br /> recommendation to the Planning Director. EMC 19.33.120 grants authority to the Planning Director to <br /> allow an applicant to deviate from certain development standards after review and recommendation by <br /> the Historical Commission.The applicant's design requested a deviation from EMC 19.33.230.E to allow <br /> the attached garages to occupy more than 50 percent of the width of the duplex's front facade.The <br /> Historical Commission held a regular meeting on October 23,2018 and on June 25,2019 to review the <br /> proposal. In considering the request in accordance with EMC 19.33,the Historical Commission <br /> recommended approval for construction of the duplex with deviation from development standards. <br /> REVI19-007:Preliminary Design Review: The project proposal was evaluated by staff based on the <br /> Metro Everett and Core Residential Area Development Standards in EMC 19.20. The project proposal <br /> was also evaluated by the Historical Commission and staff based on the Neighborhood Conservation <br /> Guidelines and Historic Overlay Zone Standards for the Norton Grand Historic Overlay Neighborhood in <br /> EMC 19.33.A final decision of overall project approval will be based on construction permit application <br /> review.Please note that although some design concepts listed below have received design concept <br /> "approval",all other departments,such as Building,Fire, Public Works and Traffic,will need to review <br /> the proposed construction drawings through the appropriate permit submittals for compliance with <br /> other City codes and standards.
