EVERETT <br /> WASHINGTON <br /> EVERETT HISTORICAL COMMISSION <br /> RESOLUTION NO.19-01 <br /> A Resolution Recommending the Planning Director <br /> Approve the construction of a new duplex in the <br /> Norton Grand Historic Overlay with modification from the <br /> Historic Overlay Standards <br /> WHEREAS,the Everett Historical Commission finds the following: <br /> 1. The Zoning Code requires the Historical Commission to review and make recommendations to the <br /> Planning Director for the construction of new duplexes in the Norton Grand Historic Overlay. <br /> 2. The Zoning Code requires the Historical Commission to review and make recommendations to the <br /> Planning Director for requests from applicants to deviate from certain development standards <br /> contained in the neighborhood conservation guidelines and historic overlay zone standards. <br /> 3. The Historical Commission first reviewed the proposal for the new duplex during their October 23, <br /> 2018 meeting,suggested changes to the proposed design, and motioned that the applicant revise <br /> the drawings and resubmit to the commission for consideration. <br /> 4. The Historical Commission held a public meeting on June 25,2019,at which the Historical <br /> Commission heard testimony from the applicant, public,and City staff. <br /> 5. The Zoning Code requires the Historical Commission to use the neighborhood conservation <br /> guidelines and historic overlay zone standards when reviewing the construction of new duplexes <br /> in a historic overlay. <br /> 6. The Zoning Code requires the Historical Commission to use the following criteria when making a <br /> recommendation to the Planning Director for proposed deviations from certain development <br /> standards contained in the neighborhood conservation guidelines and historic overlay zone <br /> standards: <br /> a. The unique characteristics of the property and/or surroundings and how they will be protected <br /> and/or enhanced by the deviation; <br /> b. The positive characteristics of the proposed development and whether such characteristics could <br /> be provided by compliance with the standards and guidelines;and <br /> c. Whether the proposed design mitigates the impacts that could be caused by deviation from the <br /> standards. <br /> WHEREAS,the Everett Historical Commission concludes the following: <br /> 1. It has received and reviewed the application materials,proposed site plan,and elevations of the <br /> proposed development. <br />
