• 1 <br /> maintenance of a videoboard on March 24,2009. The proposed videoboard would be an <br /> enhancement to the existing use at the Memorial Stadium. Its use is intended to be limited to game <br /> days for a set period of time at each event. The videoboard and signage will be utilized solely for <br /> baseball games within Memorial Stadium. No additional uses of the stadium are intended. <br /> Conclusion: The proposed videoboard will be limited to use only during specific times during game <br /> days,and would provide a public benefit to the Everett community. <br /> 2. The adequacy of streets,utilities and public services required to serve a proposed use. <br /> Findings: Broadway and 38th Street are constructed with full standard street improvements <br /> including curbs,gutters,sidewalks and drainage control. All utilities are available to the site. <br /> Conclusion: Existing streets and utilities are adequate to serve the proposed project. <br /> 3. The impact of traffic generated by the proposed use on the surrounding area,pedestrian <br /> circulation and public safety;and the ability of the proponent to mitigate such potential impacts. <br /> Findings:.The proposal is not expected to generate an increase in traffic,since the usage of the <br /> videoboard signage is intended only for participants within Memorial Stadium. <br /> To eliminate any visual impact on Broadway,the videoboard must be located on the existing <br /> foundation columns,and oriented in the same direction as the existing videoboard. <br /> Conclusion: There are no significant traffic impacts as a result of this project. <br /> 4. The provision of adequate off-street parking,on-site circulation,and site access. <br /> Findings:The existing parking areas for the site include the main south parking lot,the Longfellow <br /> north parking lot,interior driveways and other areas totaling 514 on-site achievable spaces. <br /> Compliance with specific procedures conditioned in SEPA MDNS No.96-040 remains unchanged. <br /> Since the principal use is not expanding,there is not expected to be an increase in the demand for <br /> additional parking. <br /> Conclusion: Existing off-street parking,on-site circulation,and site access is adequate to support the <br /> proposed project. <br /> 5. Compatibility of proposed structures and improvements with surrounding properties,including <br /> the size,height,location,setback and arrangement of all proposed buildings and facilities, <br /> especially as they relate to light and shadow impacts on more sensitive land uses and less <br /> intensive zones. <br /> Findings:The proposed structure will complement the existing stadium structure.The videoboard <br /> sign will stand entirely within the Memorial Stadium property. The proposed height of the structure <br /> will be the same as the existing videoboard at approximately 48'-3" high,and will face west.
