{
videoboard will be visible from portions of 41st Street and neighboring residences and business to
the west of the stadium, but will be operating only during set hours of game days.
Conclusion; The proposal is not anticipated to have adverse impacts on the surrounding properties.
6. The number, size and location of signs, especially as they relate to more sensitive land uses.
Findings:The proposed structure will have one videoboard measuring 40'wide by 20'-8"high. The
overall size of the proposed videoboard itself will increase from the existing videoboard's dimension
of 26'wide by 16'high,however the existing surrounding illuminated ad panels will be removed.
The overall proposed dimension of 40'x 20'-8"will be a reduction in size from the overall existing
videoboard and sign coverage of 40'x 27',approximately 250sf.The proposed location of the
videoboard will be in the same location as the existing videoboard which is above and behind the
center field wall of Memorial Stadium.
Conclusion: The videoboard's use is intended only for those within Memorial Stadium during
limited times on certain days of the year, and is not intended to be viewable from nearby streets,
ways, sidewalks or parking areas open to the public. As such,it is not regulated as a sign under
Everett's Municipal Code. The proposal is not anticipated to have adverse impacts on the
surrounding properties. The landscaping, buffering and screening of buildings, parking, loading and storage areas,
especially as they relate to more sensitive land uses.
•
Findings:The new structure will be painted the same green color as the existing outfield wall,to
allow it to blend in with the current structures. Ten 20 foot tall,3Y2 inch caliper sized Acer Rebrum
(Red Sunset)were planted as perapproved landscape plan dated July13,2010.Since the original
project approval and landscape installation, three of the Acer Rebrum located along the frontage of
Broadway have either been removed or are diseased and will be required to be replaced.
Conclusion: No adverse impacts are anticipated as a result of the proposal.
8. The generation of nuisance irritants such as noise, smoke, dust, odor, glare, visual blight or other
undesirable Impacts.
Findings:The sign installation is planned for daytime hours and will create a minimum amount of
dust and debris. The sign design is simple and uncluttered with limited structure. The videoboard's
use is intended for designated hours during day of events only, all other days it will remain dark.
Conclusion: The lighting of the videoboard will be electronically controlled to mitigate the output
required during the varying levels of ambient light. The videoboard's light and glare is intended to
create no greater impact than existing stadium lighting. No noise, smoke, dust, odor, glare, visual
blight or other undesirable impacts are anticipated as a result of the proposal. The landscape
screening south-east of the videoboard will insure that the videoboard will not cause impact on
Broadway.
Proe o.REV I19-013
EVERETT
