The <br /> Comprehensive Plan contains policies that address the need to preserve the character of existing <br /> neighborhoods and that limit the introduction of potentially incompatible uses. The school district, <br /> its students,and various community groups who utilize Memorial Stadium will have access to the <br /> new display. <br /> Conclusion: The proposed videoboard would not adversely alter the basic appearance or character <br /> of the existing videoboard or Memorial Stadium,and would not generate harmful impacts on the <br /> neighborhood. The proposal is consistent with the Everett Comprehensive Plan. <br /> 10. Compliance with the provisions of this Ordinance and other City,State and Federal regulations. <br /> Findings:The proposal will comply with the International Building and Fire Codes and Public Works <br /> Standard Manual. <br /> Conclusion: With conditions,the proposal will comply with the provisions of the City's Zoning Code, <br /> Building and Fire Codes,and Public Works Standard Manual. The applicant shall obtain all necessary <br /> permits from the City prior to installing the structure. <br /> 11. Accessibility to public transit,and traffic reduction measures proposed by the applicant to reduce <br /> dependence of the proposed use on the automobile. <br /> Findings:The site is located on a major arterial street. The nearest transit route is located on <br /> Broadway,one block to the east. <br /> Conclusion:Accessibility of the site to public transit is adequate. <br /> DECISION:The proposal is approved as submitted subject to compliance with all city,state and federal <br /> regulations. The following conditions shall apply: <br /> 1. A building permit will be required for this installation. <br /> 2. The light intensity of the videoboard shall be regulated during each game so that as the ambient <br /> lighting outside the stadium decreases from afternoon to evening,the generated light output will <br /> diminish in proportion. if the videoboard creates additional light and glare impacts,a lighting impact <br /> analysis shall be prepared and additional monitoring and control of the videoboard's output shall be <br /> implemented. <br /> 3. The videoboard shall be used only for one hour preceding and during the game on game days.
