Parametrix <br /> ENGINEERING.PLANNING.ENVIRONMENTAL SCIENCES <br /> - 111111111/11111111 <br /> EXHIBIT A <br /> SCOPE OF WORK <br /> City of Everett <br /> Stormwater Management Action Plan <br /> PROJECT UNDERSTANDING <br /> The City of Everett(City) is contracting with Parametrix to support the development of the City's Ecology- <br /> required Stormwater Management Action Plan (SMAP). Parametrix has included Robin Kirschbaum, Inc (RKI) as <br /> part of the team to support stormwater management actions (SMAs) development. Parametrix will apply Ecology <br /> guidance to conditions unique to the City to prepare a SMAP that addresses National Pollutant Discharge <br /> Elimination System (NPDES) Phase II Municipal Stormwater Permit(Permit), Parametrix and RKI will support the <br /> City in meeting Ecology grant requirements. <br /> The project is partially funded by a Stormwater Financial Assistance Program (SFAP)grant from Ecology that has <br /> not been finalized at the time of this scope development.Anticipated deliverables to be generated by Parametrix <br /> based on Ecology's grant conditions are noted in italics. (Ecology requirements included in the final grant award <br /> that do not match these would be considered out of scope.) <br /> The City and Parametrix will develop and implement a prioritization method and process to determine which <br /> watershed basin in Everett are expected to benefit most from implementation of stormwater facility retrofits, <br /> tailored implementation of stormwater management actions and land use. Based on the public process and work <br /> with community and stakeholders,the City will select one high priority watershed to develop a SMAP.The SMAP <br /> will identify priority restoration areas and include stewardship activities, water quality project opportunities, and <br /> estimates of implementation costs and implementation schedule.This project will enable the City to determine <br /> the potential improvements to water quality that City programs and projects can have on streams, lakes, and <br /> tributaries within the City. <br /> The City has completed the Receiving Water Assessment and identified four basins for further evaluation: <br /> • Swamp Creek <br /> • North Creek <br /> • Penny Creek <br /> • Merrill &Ring Creek <br /> TASK 1. GRANT AND LOAN ADMINISTRATION <br /> This task number is not used in in the Parametrix contract order to align with the task numbering in the grant <br /> award.Task 1 in the grant is reserved for the City to track and administer its grant contract for the SMAP directly <br /> with Ecology. <br /> TASK 2 RECEIVING WATER PRIORITIZATION <br /> Task 2A.
