How Boards and Commissions will report to full Council. <br /> Boards and Commissions communication methods. <br /> Council President Stonecipher shared that the board and committee liaison assignments <br /> and initial structure framework was a collaborative effort between President <br /> Stonecipher and Mayor Franklin. She stated the important of transparency and how <br /> Council can achieve the desired transparency. <br /> Council discussed deliberations and strategies for working through issues efficiently and <br /> effectively. Obstacles considered included time constraints, sensitivity to Director and <br /> staff time, differing priorities between Council Members and Administration. <br /> Council continued discussion on how Council Members can engage with staff. <br /> Options reviewed included —Council Liaison Committee Chairs can reach out to the <br /> Department Heads and include the Mayor, Lori Cummings, or Nick Harper. Options <br /> other than the Council Committee Chairs expediting responses, but to identify staff <br /> members to best respond to council inquiries the Mayor, Lori Cummings and/or Nick <br /> Harper should be contacted. <br /> There was also discussion on when and how a Council Members may add a committee <br /> item on the regular council agenda. More discussion and clarification are expected on <br /> this topic. <br /> Next Steps To Be Considered: <br /> • Council chairs of each committee will follow up with committee members and reach <br /> out to the relevant dept director. <br /> • An early March council agenda will allow time for committee chairs to report back to <br /> council. <br /> • In early March, each council committee chair would come back to report to full <br /> council on a proposed committee plan for the year. Emphasis was made to keep <br /> these reports brief but informative. <br /> Topics for Committees: <br /> • Topics come from the Department Directors or Council Committee members and <br /> can be issue-driven or assigned by the Council President when a matter is raised <br /> either by Council or the Public. Any subject matter that requires in-depth discussion <br /> should go through the committee. <br /> • If a topic overlaps, a committee would complete the necessary work and pass to the <br /> next committee. If committees are working on an issue simultaneously, Council <br /> President would coordinate the two committees on how they would report to full <br /> council. <br /> 2 <br />
