Constituent Responses: <br /> • Each Council Member is accountable in determining how best to communicate with <br /> constituents.There was discussion on when staff should respond and a recognition <br /> on who communicates, dependent on the topic.The legal department will prepare <br /> information on the Open Public Meetings Act (OPMA) for council review. This will <br /> assist in determining if or how to collaborate on constituent responses. <br /> Transparency of Committees: <br /> • Discussion followed regarding if and how to publish committee meeting agendas, <br /> offering the public the ability to join committee meetings, and whether to tape and <br /> post committee meetings for public access. If all committee meetings were set up on <br /> Zoom, the Council Executive Assistant would coordinate and there would be no <br /> public comment taken at committee meetings. More discussion is expected on this <br /> topic. Staff will report back options for council consideration. <br /> The Council Retreat break begun at 5:50 p.m. <br /> The Council Retreat break resumed at 6:10 p.m. <br /> 3. She described the benefit of allowing every council <br /> member an opportunity to Chair a council meeting. After discussion there was <br /> council consensus: <br /> o Council would like to continue having the opportunity to Chair a meeting. <br /> o Council Vice President—The current council should determine the Vice <br /> President. There is a mentorship benefit to having a Vice President. The Vice <br /> President position would not guarantee an automatic nomination or <br /> designation of Council President the following year. <br /> o The current council should have the opportunity to elect the Council <br /> President. <br /> 3 <br />
