• Council Retreat language should be less formal in the council procedures to allow for <br /> more flexibility. <br /> • A new draft of the council procedures will include proposed language that reflects <br /> discussions. <br /> • Council would like to see more workshops, and found they are helpful. Suggested <br /> one lengthy workshop and options for 1 or 2 additional 2-hour workshops. <br /> • Discussion on public comment and council agenda orders during council meetings: <br /> o When can the public speak? <br /> o How many times are they allowed to speak during a council meeting? <br /> o Should the public speak under public comment or wait until the item has <br /> been read during action or proposed action items on the agenda? <br /> • Discussion about modifying the agenda to allow items of public interest moved to <br /> the beginning of the agenda. Suggestions to add a section to the Speaker Form <br /> asking if constituent would like someone to follow up to ensure follow up is made <br /> when requested. <br /> President Stonecipher added she has been working with Administration regarding the <br /> timing of returning to in-persons meetings, hybrid options and what other options need to <br /> be considered. This topic will be discussed at a future regular council meeting. <br /> President Stonecipher will work with the legal department to revise the council procedures <br /> resolution and bring back to council for formal action. <br /> 4.
