Findings: The proposal will not increase student capacity nor adversely impact traffic. No <br /> other areas of the subject property are proposed to be altered in any way under this <br /> proposal. Public safety will not be affected.No traffic mitigation is required. <br /> 4. The provision of adequate off-street parking, on-site circulation, and site access. <br /> Findings: The proposal does not increase the need for additional parking. The addition of <br /> 2,242 square feet will not interfere with on-site circulation or site access. <br /> 5. Compatibility of proposed structures and improvements with surrounding properties, <br /> including the size, height,location, setback and arrangement of all proposed buildings <br /> and facilities, especially as they relate to light and shadow impacts on more sensitive <br /> land uses and less intensive zones. <br /> Findings: The existing covered play shelter is approximately 160 feet from the nearest <br /> residential property to the east. The structure is not visible from 7th Avenue SE or from 88th <br /> Street SE. The existing height of the structure will remain unchanged. <br /> 6. The number, size and location of signs, especially as they relate to more sensitive land <br /> uses. <br /> Findings: Additional signage is not proposed at this time. Any new signs must meet current <br /> code requirements. <br /> 7. The landscaping, buffering, and screening of buildings, parking, loading and storage <br /> areas, especially as they relate to more sensitive land uses. <br /> Findings: The site currently has mature evergreen trees screening much of the covered play <br /> structure from the adjacent residential properties. <br /> 8. The generation of nuisance irritants such as noise, smoke, dust, odor, glare, visual <br /> blight or other undesirable impacts. <br /> Findings: Temporary irritants such as noise could be generated during the construction <br /> phase. Best Management.Practices will be implemented during construction. Construction <br /> noise must adhere to the Noise Control Ordinance. <br /> 9. Consistency with the goals and policies of the Everett General Plan for the area and <br /> land use designation in which the property is located. <br /> Findings: The Everett Comprehensive Plan designated the subject property as 2.1 <br /> Schools/Churches. The existing use is consistent with the goals and policies of the Everett <br /> General Plan. <br /> 10.
