APPEALS TO HEARING EXAMINER FOR SHORT SUBDIVISION: All appeals of decisions relating to <br /> short subdivision shall be made to the Hearing Examiner.Such appeals must be made in writing and <br /> filed with the office of the Hearing Examiner within fourteen calendar days from the date on which <br /> the preliminary decision was rendered. The written appeal shall include a detailed explanation <br /> stating the reason for the appeal. The decision of the Hearing Examiner shall be final.Standing on to <br /> which to appeal is limited to the following: 1)the applicant or owner of the property on which the <br /> short subdivision is proposed;and 2)any property owner who deems himself aggrieved and will <br /> thereby suffer a direct and substantial impact from the proposed short subdivision. <br /> IV. FINAL APPROVAL OF THIS SHORT SUBDIVISION:All requirements, permits,and improvements listed <br /> below are required to be completed prior to submitting the final plat map. <br /> 1. A Public Works Permit is required for this project. Detailed drawings in accordance with the City <br /> Design and Construction Standards and Specifications for Development shall be submitted to the <br /> Public Works Department,showing site grading, paving, parking layout, landscaping, utilities,storm <br /> drainage,temporary construction erosion and sedimentation control(TESC),and all required <br /> improvements in the public right-of-way. <br /> Public Works Department approval of these drawing is required prior to any permits being issued. <br /> • All improvements shall be completed,approved,and warranted before the Occupancy Permit is <br /> issued/final approval is granted. <br /> 2. A Landscape Plan,meeting the requirements of EMC 19.35.100 and 18.28.080 must be <br /> submitted with the Public Works permit application. Landscape plans must be prepared by <br /> professionals licensed or certified in Washington State.The landscape plan may be incorporated <br /> into the site development plan or provided separately.All trees are required to have a minimum <br /> caliper of 2.5 inches and a minimum height of 6 feet at the time of planting.Trees must be installed, <br /> stakes,and mulched prior to final approval. <br /> 3. A Planning Department review and inspection is required prior to final approval of the <br /> preliminary short plat improvements and recording of the final short plat map.This includes an <br /> inspection of the landscaping and any other Planning Department conditions/zoning code <br /> requirements.Call 425.257.8731 to schedule an inspection with your project planner.Call one week <br /> in advance of the desired inspection date. <br /> 3. The parking layout must be consistent with City of Everett Standards. <br /> 4. All parking areas and driveways shall be paved. <br /> S. Final Short Subdivision Review and Fee:A final short plat review, inspection,and fee are <br /> required.This includes an inspection of the landscaping,fencing,and any other Planning <br /> Department conditions/zoning code requirements.The final short plat map must be submitted at <br /> the City of Everett Permit Services counter for review by scheduling an appointment with your <br /> project planner.
