17. A performance guarantee is required on the public improvements for an amount not less than 120% <br /> of the cost of construction for those improvements. Upon completion of the work,a 1-year <br /> warranty bond in the amount of 10%of the construction costs for all public improvements shall be <br /> submitted to the City and shall run for one year from the date of final approval of the public <br /> improvements.The performance guarantee is released upon completion of the public <br /> improvements and receipt of the warranty bond. <br /> 18. A 2-year Warranty Bond in the amount of 10%of the construction costs for all Stormwater <br /> Infrastructure shall be submitted to the City prior to final approval/close out of the permit. <br /> 19. As-builts of storm sewer,sanitary sewer,and water systems are required to be submitted per <br /> current City of Everett Design and Construction Standards and Specifications for Development <br /> manual. <br /> 20. A fire hydrant(or hydrants)capable of providing the required fire flow must be located within 350 <br /> driving feet of all residences in the proposed short subdivision. Location(s)of the hydrant(s) must <br /> be approved by the City Fire Marshall. The hydrant(s)must meet City specifications. Look at the fire <br /> marshal's comments for fire department comments. <br /> 21. Stormwater shall be managed in accordance with current City of Everett Standards.Adherence shall <br /> include the following: <br /> a. The project is in the combined sewer system and Interim Policy 2-11 for Surface Water <br /> Management in the Combined Area applies. <br /> b. Minimum requirements 1-9 are required to be evaluated for this project. MR#6 is exempt per <br /> Interim Policy 2-11. Infiltration facilities are not allowed for this site. <br /> c. The project adds more than 5,000sf of impervious area,therefore flow control (detention) is <br /> required, per the City's 2010 Stormwater Management Manual. <br /> d. Provide maps showing the site boundary with existing and proposed coverage areas(lawn, <br /> pasture, roof, etc.) used for input into the model. <br /> e. The downstream combined sanitary and storm sewer system is capacity constrained and has <br /> experienced sanitary sewer overflows in the fast(overflow at manholes,flooding to the <br /> surface). Direct discharge of surface water runoff to the combined system will not be allowed. <br /> f. The downstream analysis needs to be revised to state that the flow in the Tulalip line is <br /> directed to Lift Station 2,located in the Port property west of Bond Street,which pumps the <br /> flow to the wastewater treatment plant for treatment prior to discharge to the Snohomish <br /> River/Puget Sound. Lift Station 2 overflows to Puget Sound Outfall no.7,which is a combined <br /> sewer outfall. <br /> g. The height of the orifice in the modeling input needs to reflect the outlet being raised 6" above <br /> the bottom of the detention pipe(bottom 6"of detention pipe is sediment storage). <br /> h. The detention pipe profile needs to be expanded to show the proximity to the adjacent <br /> proposed structure and the bearing zone from the structure's footing to the detention pipe to <br /> ensure that there is no surcharge loading on the detention pipe. <br /> Revise the drainage report and resubmit for review during the construction permitting process. <br /> 22. Stormwater features,facilities,and conveyance serving the individual lots shall be private upstream <br /> of the detention facility.
