City of Everett Water Treatment Plant Portal 4 Improvements I Scope of Work
• Work products will be electronic.
• Existing 2" conduit and cable providing power from the WFP to Portal 4 can be reused and does
not require replacement.
• Amendment 1 budget includes reapportionment of preliminary design fees previously shifted to
surveying services Task 603 by the budget reallocation dated December 3, 2021.
• The Amendment 1 budget includes reapportionment of intermediate design fees previously
shifted to geotechnical services Task 601 by the December 3, 2021 budget reallocation.
• Electrical cable cost estimating assumes in -kind replacement of the existing single phase cable
and use of the existing buried conduit.
Meetings
• Design comment review call. Assume attended by five BC staff, with a duration of two hours,
one each at preliminary (30%) and intermediate design (60%) stages.
• Site visit during design as needed. Assume attended by two BC staff, with a duration of two
hours on site.
Work Products
• Preliminary Design (30%)
• Intermediate Design (60%)
• CAD files of intermediate designs.
• ACEI Class 5 construction estimate.
Task 450 Isolation Valves, Security Fence, and Cable Replacement Preliminary and Intermediate
Design
Activities/Approach: This task covers work to be completed by civil and process mechanical
disciplines for the preliminary and intermediate design of isolation valves and vaults on transmission
lines 2, 3, and 4, the Portal 4 security fence, and in -kind replacement of the single phase power
cable servicing Portal 4. This work is a continuation of conceptual design presented in the BODR
completed under Task 300 and mirrors preliminary and intermediate design activities of Task 400.
Task Assumptions
• BC will carry out preliminary and intermediate design of the isolation valves, the security fence,
and cable replacement in parallel with the intermediate design phase of the other project
elements.
• Upon completion of Task 450, intermediate design documents for the isolation valves, vaults,
security fence, and cable replacement will be integrated into the core intermediate design for
delivery to the City as a single package.
• No preliminary design documents for the transmission line valves, vaults, security fence, and
cable replacment will be developed.
• Dewatering and shoring design will be responsibility of contractor.
• Valve vaults will not require design of deep foundations. Additional design budget will be
necessary if deep foundations are required.
• Electrical cable design assumes in -kind replacement of the existing single phase cable. The new
cable will be installed in the existing buried 2-inch diameter conduit.
• BC assumes the electrical cable routing and access points presented in the March 2003 Portal
4 Modifications as -built drawing sheet E105A are accurate and will serve as a reference for the
cable replacement design.
