City of Everett Water Treatment Plant Portal 4 Improvements I Scope of Work
• Design drawings will be prepared in 2D AutoCAD using existing CAD files as backgrounds and
follow City of Everett CAD standards.
• Technical specifications will be prepared in Division 50 CSI master format.
• Work products will be electronic.
Everett Responsibilities
• Review and provide comment on intermediate design documents.
Meetings
• No meetings additional to task 400 are anticipated for this task.
Work Products
• Intermediate design documents for transmission line isolation valves and security fence. BC
anticipates the addition of the following documents to the core design package:
O 7 Civil sheets
O 1 process mechanical sheet
o Specifications associated with these design elements
Task 500 Detailed Design
Activities/Approach: BC will prepare detailed design documents for bidding. Engineering design and
analyses performed under this task include the design elements described under Tasks 300, 400,
and 450.
• Develop final (90%) and bid set (100%) design documents including drawings and specifications.
• Develop project cost estimates at final design (90%).
Everett Responsibilities
• Review and provide comment on final design documents.
• Review and comment on cost estimate and make any value engineering decisions prior to
proceeding from 90% to 100% design.
• Provide site access, staffing, and resources to support field work as necessary.
Task Assumptions
• The final design stage includes all project elements described in Tasks 300, 400, and 450
including the Portal 4 building improvements, valve actuators, transmission line isolation valves,
vaults, electrical cable replacement, and security fence.
• Final design efforts will include development of specifications detailing plans for Portal 4 power
outages that may be necessary during electrical cable replacement.
• Target delivery of bid documents (100%) by mid -March 2022.
• Work products will be in electronic format.
• BC will attend one review workshop after City review of the final (90%) design documents.
• Final design cost estimate will be completed using new funds allocated to the existing cost
estimating task under preliminary/intermediate design Phase 400.
• Project cost estimate will be an AACEI Class 1 Construction Cost Estimate (+15%/-10%) based
on the final design (90%) documents.
• Construction cost estimates are subject to many influences including real time price of local
labor and materials, unknown or latent conditions, of existing equipment and structures, and
time or quality of performance by the contractor, vendors, and by third parties to the
construction contract. Such influences may not be precisely forecasted and are beyond the
Page 8 of 13
