Provide impact to current rate structure for each alternative assessed. <br /> d. Environmental Justice (EJ) Review <br /> i. Evaluate the demographics within the sewer service area to identify <br /> communities of color, Tribes, indigenous communities, and low income <br /> populations. <br /> ii. Identify areas within service area that exceed the median household <br /> • income. <br /> iii. Include an affordability assessment to identify how much overburdened <br /> communities identified in S4.E.5.d.i can afford to pay for the wastewater <br /> utility. <br /> iv. Propose alternative rate structures or measures that can be taken to <br /> prevent adverse effects of rate increases on populations with economic <br /> hardship identified in S4.E.5.d.i. <br /> v. Provide information on how recreational and commercial opportunities <br /> may be improved for communities identified in S4.E.5.d.i as a result of <br /> the treatment improvements identified. <br /> e. Selection of the most reasonable treatment alternative based on the AKART <br /> assessment; and the selected alternative for achieving an effluent <br /> concentration of 3 mg/L TIN (or equivalent load reduction) based on an April <br /> —October seasonal average. <br /> f. Viable implementation timelines that include funding, design, and <br /> construction for meeting both the AKART and seasonal average 3 mg/L TIN <br /> preferred alternatives. <br /> 55. NARRATIVE EFFLUENT LIMITS FOR WWTPS WITH MODERATE TIN LOADS <br /> A. APPLICABILITY AND NARRATIVE EFFLUENT LIMITS <br /> Beginning on the effective date, each of the Permittees with moderate TIN loads listed <br /> in Table 8 may discharge TIN from the WWTP through the designated outfall(s) <br /> described in its individual NPDES permit. See Table 3 in Section S1.A for the load <br /> category assignment. <br /> All discharges and activities authorized by this permit must comply with the terms and <br /> conditions of this permit. Each Permittee listed in Table 8 must comply with the facility <br /> specific or bubbled action levels and narrative effluent limits listed in Table 7, which <br /> constitute the suite of best management practices (BMPs) required for a water <br /> quality based effluent limit under 40 CFR 122.44(k). <br /> Puget Sound Nutrient General Permit Page 18 <br />
